부산시와 부경대학교가 UN 세계수산대학(WFU·World fisheries university) 유치에 성공했다.

            해양수산부는 UN식량농업기구(FAO) 산하 세계수산대학의 입지 선정을 위한 공모에서 경합을 벌인 부산, 충남, 제주 등 3개 지역을 대상으로 심사한 결과 부산(부경대학교)이 최종 입지로 결정됐다고 19일 발표했다.
이번 심사에서 부산(부경대)은 세계수산대학 설립을 위한 지자체의 의지 및 재정·부지·시설 지원계획, 수산교육 및 R&D인프라, 국제협력역량, 입지환경 등에서 다른 후보지를 압도한 것으로 알려졌다. 
이로써 부산은 물론 부경대의 국제적인 위상과 경쟁력이 한층 강화될 것으로 기대된다. 1941년 설립된 부산수산대를 모태로 원양어업 개척 등 국내에서 바다를 가장 오랫동안 교육·연구해온 ‘수산 종가(宗家)’ 부경대는 세계수산대학을 통해 전세계에 선진수산기술을 전수하는 국제적 플랫폼으로 나래를 활짝 펴게 됐다.
향후 세계수산대학은 운영지원에 관한 특별법 제정, 2017년 7월 FAO 총회 의결 등의 절차를 거쳐 2018년 부경대 대연캠퍼스 안에 개교한다.
세계수산대학은 FAO와 공동으로 수산교육과 기술훈련, 정책입안 및 관리능력 개발, 국제규범과 주요 이슈에 대한 이해와 대응역량 배양 등 개발도상국 역량강화를 위한 세계 수준의 대학원 대학교다.
현재 UN 산하 대학으로는 스웨덴 세계해사대학(WMU), 일본의 국제연합대학(UNU)이 있다. 세계수산대학은 수산분야에서 최초로 설립되는 UN 산하 대학이다.
부산시는 세계수산대학 건물 신축비 100억, 운영비 연간 35억, 대학발전기금 50억 원 등을 지원한다. 부경대는 대학 건립부지 제공, 대학 실험·실습기자재와 연구시설 및 실습선 등을 지원한다.
세계수산대학은 양식기술, 수산자원관리, 수산사회과학 등 3개 학부에서 연간 석·박사 100명을 양성한다. 추후 수요가 있을 경우 학부 및 단기실무연수과정 등도 신설된다.
교육대상은 개도국의 수산분야 공무원 및 연구자를 중심으로 하고 향후 생산자, 기업 등 수산관련 종사자로 확대된다. 등록금이 면제되고 생활비와 장학금도 제공된다. 
세계수산대학 설립에 따른 경제적 파급효과는 1,200억 원, 취업유발효과 1,300명에 이를 것으로 전망된다. 김영섭 부경대 총장은 “교육 원조를 통해 개도국들의 경제발전을 지원함으로써 한국 및 부산의 브랜드를 높이는 동시에 한국 젊은이들의 국제기구 진출 확대 등 다양한 기대효과가 예상된다.”고 밝혔다.
2011년 세계수산대학 설립을 기획한 부경대는 부산시와 공동으로 극비리에 부산 유치를 추진해왔다. 정보유출로 인한 일본 등 인접 국가는 물론 국내 도시 간 경쟁을 피하기 위해서였다. 

            부산시와 부경대는 2012년 부산발전연구원 연구용역으로 세계수산대학 설립방안을 도출해 해양수산부에 유치를 제안했다. 이어 FAO 및 기획재정부 협의, 정부 재정보증서 및 사업제안서 FAO 제출, FAO와 우리나라 간 상호협력의향서 체결 등의 과정을 거쳤다.<부경투데이>

            FAO’s World Fisheries University Comes to Pukyong National University, Busan

            - Ministry of Oceans and Fisheries (MOF) announced the final result of three candidates

            Busan City and Pukyong National University succeeded in attracting World Fisheries University (WFU) of UN.  
On 19 FEB, MOF reported that Pukyong National University of Busan was selected as the final site for WFU, affiliated university of United Nations Food and Agriculture Organization (FAO), among the three competitors, Busan, Chungnam and Jeju.
PKNU (Busan) overwhelmed other candidates in its strong will to invite WFU to the region, as well as support plan for the economy, land and facility, infrastructure for the fisheries education and R&D, capacity for international cooperation, and conditions of the location.
With this, international status and competitiveness of PKNU and Busan is expected to be further enhanced. Pukyong National University was originally founded in 1941 under the name of Busan Fisheries College. The historic university that has been educating and researching on the ocean for the longest time in Korea is now able to expand its role as a global platform for sharing developed fisheries techniques.
WFU will open in 2018 on the campus of PKNU after several procedures, including adoption of a special law on support of management and voting at the FAO Conference in July 2017.
WFU will be a world-class university aiming to improve the capacity of developing countries with cooperation from FAO in the field of education and technical training on fisheries, development of policy making and management ability, understanding and response to international rules and main issues.
There are two UN-affiliated universities as of now: World Maritime University (WMU) in Sweden, United Nations University (UNU) in Japan. The new WFU is the first fisheries university.
Busan Metropolitan City supports spending 10 billion won on building construction of WFU, annual 3.5 billion won on the operation, 5 billion won on the university development fund. Pukyong National University provides construction site for WFU, training ship and research facilities as well as apparatus and materials for experiment.
The three Colleges of WFU, Fish Farming Technology, Fisheries Resource Management and Fisheries Social Science, will annually produce 100 graduates with a master’s or doctor’s degree. Other college and short-term field training programs may be created with additional demand. 
The education is mainly for developing countries’ government officials and researchers in the field of fisheries, and later would be expanded to people in the business such as producers and enterprises. Tuition fees will be waived, and living expenses and scholarship are to be provided for the students. 
The establishment of WFU is expected to make 120 billion won of economic ripple effect and generate a total employment of 1,300. Kim Young-seup, president of PKNU, said, “We believe this educational aid to developing countries that can support their economic development would bring positive effects to Korea, such as enhancing the status of the country and opening wider opportunities for the Korean youth to work at global organizations.”
PKNU designed the establishment of WFU in 2011 and has cooperated with Busan Metropolitan City to set up the university in Busan. They proposed the concept to MOF after receiving the research report from Busan Development Institute in 2012, and went through several procedures including consultations with FAO and Ministry of Strategy and Finance of Korea, submission of affidavit of support and business plan to FAO, signing of MOU between FAO and Korea. <Pukyong today>
