국립부경대, 법무부 ‘K-STAR 비자트랙’ 참여대학 선정
- 5일 현판 수여식 … 연구중심대학 위한 글로벌 인재 유치 탄력

국립부경대학교(총장 배상훈)가 법무부 주관 ‘K-STAR 비자트랙’ 참여대학으로 선정됐다.
법무부는 12월 5일 오후 정부과천청사에서 ‘K-STAR 비자트랙 참여대학 지정증 수여식’을 개최했다.
‘K-STAR 비자트랙’은 과학기술 분야의 우수한 외국인 석·박사급 인재의 영주와 귀화를 촉진하는 제도다. 기존에는 KAIST 등 5개 과학기술원을 중심으로 운영돼 오다가, 이번에 전국 주요 일반대학까지 확대됐다.
이 제도의 핵심은 총장 추천서만으로 거주(F-2) 자격을 부여하는 것이다. 총장이 추천한 석·박사 학위 취득(예정) 유학생에게 거주 자격을 부여하고, 거주 3년 후에는 영주(F-5) 자격 취득 또는 특별귀화 신청 기회를 제공한다.
일반 유학생의 경우 영주(F-5) 자격 취득까지 최소 6년이 소요되기 때문에, 우수 유학생 유치를 위한 파격적인 혜택이라는 평가가 나온다.
법무부는 이번 ‘K-STAR 비자트랙’ 참여대학에 국립부경대를 비롯해 전국 25개 대학을 지정했다. 평가는 유학생 관리 능력, 유학생 교육 현황, 우수 인재 관리 및 지원 계획 등 3개 영역에 걸쳐 종합적으로 진행됐다. 인정 기간은 2026년부터 3년간이다.
국립부경대는 ‘K-STAR 비자트랙’ 참여대학에 선정됨에 따라, 우수 외국인 유학생들이 안정적으로 연구하고 한국 정착까지 이어지는 정주형 연구 생태계를 구축하는 등 지역 대표 연구중심대학으로 도약하기 위한 글로벌 인재 유치에 탄력을 받을 전망이다. <부경투데이>

Pukyong National University (President Bae Sang-hoon) has been designated as a participating institution in the “K-STAR Visa Track” program hosted by the Ministry of Justice.
On December 5, the Ministry of Justice held a certificate award ceremony for the designated universities at the Government Complex in Gwacheon.
The “K-STAR Visa Track” is a system that promotes permanent residency and naturalization for outstanding foreign master’s and doctoral talents in the field of science and technology. Previously limited to five science and technology institutes such as KAIST, the program has now been expanded to include major general universities across the country.
The core of this system lies in granting residency (F-2) status based solely on a recommendation letter from the university president. International students pursuing or expected to earn a master’s or doctoral degree who are recommended by the university president will be granted residency status. After three years of residency, they will be eligible to apply for permanent residency (F-5) or special naturalization.
Since it typically takes at least six years for general international students to obtain F-5 status, this program is considered a groundbreaking benefit for attracting outstanding international students.
The Ministry of Justice has designated 25 universities nationwide, including Pukyong National University, as participants in the newly expanded K-STAR Visa Track program. The selection process involved a comprehensive evaluation across three areas: international student management capability, the current state of international education, and plans for managing and supporting outstanding talent. The designation is valid for three years, starting in 2026.
With its selection as a K-STAR Visa Track university, Pukyong National University is expected to gain momentum in attracting global talent. The university aims to establish a residency-based research ecosystem in which excellent international students can conduct research in a stable environment and eventually settle in Korea, further solidifying its position as a leading research-oriented university in the region. <Pukyong Today>
