국립부경대, ‘부경플래그십연구원’ 신설하며 연구중심대학 전환 본격화
- 16일 추진계획 설명회 … 국책과제 기획부터 수주·성과확산까지 전주기 지원

국립부경대학교(총장 배상훈)가 융합연구와 전략연구를 총괄하는 전략 융합연구원인 ‘부경플래그십연구원’을 신설하며 연구중심대학 전환을 본격화한다.
국립부경대는 9월 16일 대학본부 대회의실에서 ‘연구중심대학 전환을 위한 종합 추진 계획’ 설명회를 개최했다. 이 설명회에는 배상훈 총장이 직접 발표자로 나서 구성원을 대상으로 부경플래그십연구원 설립을 비롯한 5개 추진 과제를 설명하고, 연구중심대학 전환을 위한 대학의 비전과 추진 방향을 공유했다.
국립부경대는 AI 전환(AX)과 국가 전략기술 중심으로 급변하는 연구개발 환경에 대응하고, 개별 연구자의 연구역량을 대학 차원의 집단·융합 연구역량으로 확장하기 위해 연구중심대학으로의 체질 개선에 나선다. 특히 연구기획부터 국책과제 수주, 연구수행, 인재양성, 성과확산까지 이어지는 연구 전주기 지원체계를 구축해 대학의 연구 경쟁력을 한 단계 끌어올린다는 계획이다.
국립부경대는 이미 탄탄한 연구역량을 바탕으로 연구중심대학 전환의 기반을 갖춰왔다. 국립부경대 전임교원 1인당 연구비 수혜실적은 전국 25개 국립대 중 1위(대학알리미 2025년 정보공시)를 기록했으며, 2026 QS 세계대학 학문 분야별 평가에서는 화학공학(301~350위)을 비롯해 환경과학, 경영, 경제, 화학 등 5개 분야가 순위권에 진입했다. 또한 2025년 기준 CiteScore 상위 25% 논문 비율은 64.7%에 달하며 지속적으로 상승하고 있다.
국립부경대는 이 같은 연구 강점을 대학 차원의 집단·융합 연구역량으로 확장한다는 계획이다. 구체적으로 부경플래그십연구원 신설을 비롯해 △연구 역량 강화 및 전략적 국책과제 수주 지원 △연구자 중심 연구몰입 환경 조성 △융합 연구중심 학습 생태계 구축 △연구 생태계 확장과 성과 선순환 등 5개 추진 과제를 중심으로 연구중심대학 전환에 나선다.
이달 초 신설된 부경플래그십연구원은 총장 직속의 독립적 연구 전담 기구다. 대학 내 분절된 연구·교육·행정 역량을 결집하고, 대형 국책과제의 기획부터 수주·수행·성과확산까지 지원하는 ‘AI기반 융합 연구 전주기 플랫폼’으로 운영된다. 특히 연구원 산하에 ‘북극항로혁신원’과 ‘AI-Ready혁신원’을 두고 체계적으로 운영하며, 우수 연구자와 전략 연구를 발굴해 연구성과가 단발성으로 끝나지 않고 후속 연구와 인재양성으로 이어지는 선순환 구조를 구축할 계획이다.
이를 위해 국립부경대는 기존 대학원과 연구지원처를 개편해 설립한 대학원연구처와 산학협력단이 부경플래그십연구원을 지원하는 연계 협력체계도 구축했다.
나아가 부경플래그십연구원은 대학 내부의 연구 생태계 조성을 넘어 외부로 역량을 적극 확장한다. 기업·정부기관·정부출연연구기관·국내외 대학과의 협력을 확대하는 ‘Research Pentagon’을 구축해 △국내외 대학과의 공동학위 확대, △기업과 연계한 산업학위제 도입 △공동연구 및 기술사업화 △인재교류 및 글로벌네트워크 확대 등 연구성과의 선순환을 창출해 나갈 예정이다.
배상훈 총장은 “올해 개교 80주년을 맞은 국립부경대는 부산수산대와 부산공업대의 통합에 이어 해양수산, 공학 등 탄탄한 기초학문 역량을 바탕으로 융합 학문과 첨단 학문까지 아우르는 특성화 종합국립대학으로 거듭났다. 앞으로도 대학은 물론, 지역과 국가의 첨단 분야 연구개발에 대응하는 세계적 연구중심대학으로 대전환하기 위해 최선을 다하겠다”고 밝혔다. <부경투데이>

Pukyong National University (President Sang-Hoon Bae) is accelerating its transformation into a research-oriented university with the establishment of the Pukyong Flagship Research Institute, a strategic convergence research institute that will oversee interdisciplinary and strategic research.
On September 16, Pukyong National University held a briefing on its Comprehensive Implementation Plan for the Transformation into a Research-Oriented University in the conference room of the university administration building. President Sang-Hoon Bae personally led the briefing, presenting five key initiatives, including the establishment of the Pukyong Flagship Research Institute, and sharing the university’s vision and strategic direction for its transformation into a research-oriented university.
Pukyong National University is restructuring its research system to respond to the rapidly changing R&D environment driven by AI transformation (AX) and national strategic technologies, while expanding the research capabilities of individual researchers into collective and interdisciplinary research capabilities at the university level. In particular, the university plans to establish a full-cycle research support system encompassing research planning, securing national R&D projects, research implementation, talent development, and the dissemination of research outcomes, with the goal of taking its research competitiveness to the next level.
Pukyong National University has already laid a solid foundation for its transformation into a research-oriented university, backed by strong research capabilities. The university ranked first among 25 national universities nationwide in research funding received per full-time faculty member, according to the 2025 disclosure by the Higher Education in Korea information service. In the 2026 QS World University Rankings by Subject, five fields―including Chemical Engineering (301-350), Environmental Sciences, Business, Economics, and Chemistry―were ranked globally. In addition, the proportion of the university’s papers published in journals within the top 25% by CiteScore reached 64.7% in 2025 and continues to rise.
Pukyong National University plans to expand these research strengths into collective and interdisciplinary research capabilities at the university level. To this end, the university will pursue five key initiatives for its transformation into a research-oriented university: △ establishing the Pukyong Flagship Research Institute △ strengthening research capabilities and providing strategic support for securing national R&D projects △ creating a researcher-centered environment that enables researchers to focus on their work △ building an interdisciplinary, research-oriented learning ecosystem △ expanding the research ecosystem and creating a virtuous cycle of research outcomes.
Established earlier this month, the Pukyong Flagship Research Institute is an independent research organization directly under the university president. It will serve as an AI-based, full-cycle platform for interdisciplinary research, bringing together the university’s currently dispersed research, education, and administrative capabilities while supporting large-scale national R&D projects from planning and acquisition to implementation and the dissemination of outcomes. In particular, the institute will systematically operate the Arctic Route Innovation Institute and the AI-Ready Innovation Institute under its umbrella. It will also identify outstanding researchers and strategic research areas to establish a virtuous cycle in which research achievements lead to follow-up studies and talent development rather than ending as one-off outcomes.
To support this initiative, Pukyong National University has also established a coordinated support system in which the Office of Graduate Studies and Research, created through the reorganization of the existing graduate school and Office of Research Support, and the Industry-University Cooperation Foundation work in close collaboration with the PKNU Flagship Research Institute.
Beyond building an internal research ecosystem, the Pukyong Flagship Research Institute will actively extend its capabilities beyond the university. It plans to establish a “Research Pentagon” that expands collaboration with companies, government agencies, government-funded research institutes, and universities in Korea and abroad. Through this framework, the university will create a virtuous cycle of research outcomes by △ expanding joint degree programs with universities in Korea and abroad △ introducing industry-linked degree programs in partnership with companies △ promoting joint research and technology commercialization △ expanding talent exchanges and global networks.
Pukyong National University President Sang-Hoon Bae said, “Marking its 80th anniversary this year, Pukyong National University has evolved into a specialized comprehensive national university encompassing interdisciplinary and advanced fields, building on its strong foundations in marine and fisheries sciences, engineering, and other fundamental academic disciplines following the integration of the former National Fisheries University of Busan and Busan National University of Technology. We will continue to make every effort to achieve a major transformation into a world-class research-oriented university capable of advancing R&D in cutting-edge fields for the university, the region, and the nation.”
