국립부경대, 대학 첫 ‘해양수산부 이전 대응 위원회’ 가동
- 수산정책 등 6개 분과 운영 … 대응 전략 및 정책과제 총괄

국립부경대학교(총장 배상훈)가 올해 해양수산부의 부산 이전을 앞두고 ‘해양수산부 이전에 따른 대응 위원회’를 구성하고 운영에 나섰다.
국립부경대의 이번 위원회 운영은 해양수산부 장관이 해양수산부 이전과 관련해 부산의 우수한 교육 인프라를 지속해서 강조하는 가운데, 지역 대학에서 나온 첫 대응이라는 점에서 주목된다.
국립부경대는 이미 지난 7월 21일 지역 해양수산 분야 주요 기관들이 대거 참가한 가운데 ‘해양수도 부산의 미래 전망 포럼’을 개최한 바 있다. 이어 25일에는 대통령의 대국민 간담회 ‘부산의 마음을 듣다’ 타운홀 미팅 행사가 열리며 해수부 이전 논의의 중심에 선 만큼, 교육과 정책 등 분야의 적극적인 지원을 통해 해양수산부 이전에 힘을 싣는다는 방침이다.
이를 위해 국립부경대는 △수산정책 △어업 △양식 △해양 △수산식품 △조선해양기자재 등 6개 분과별 위원 구성을 30일 완료한 데 이어, 31일 오후 대학본부 3층 회의실에서 첫 회의를 개최했다.
위원회의 위원장은 하명신 대외부총장, 부위원장은 남종오 교수(자원환경경제학전공), 본부 지원은 천은준 기획부처장이 맡아 해양수산부 이전 대응 전략과 주요 정책과제를 논의하는 등 운영을 총괄한다. 각 분과에는 해당 분야 전문가인 교수들이 1~4명씩 위원으로 배치돼 분과별 정책 개발과 교육, 국제 협력 방안 수립 등을 맡는다.
특히, 국립부경대는 해양수산 분야와 관련해 수산과학대학, 환경·해양대학 등 2개의 단과대학, 직접 관련 전공 18개, 간접 관련 학과를 수십 개를 보유하고 있어 위원회 운영 효과를 극대화할 수 있을 것으로 기대한다. 국립부경대는 9월까지 2달간 위원회를 운영하고, 그 성과를 해양수산부에 제안, 공유 및 협력하고, 상황에 따라 위원회 운영 기간을 연장할 계획이다.
배상훈 총장은 “해양수산부의 부산 이전에 따른 파급 효과는 부산은 물론 우리나라 전체에 미치는 만큼, 이번 위원회 운영이 지역과 국가 발전에 의미 있는 활동이 될 것으로 기대한다.”라고 밝혔다.
Pukyong National University Launches First University-Level Response Committee for Ministry of Oceans and Fisheries Relocation
- Six Subcommittees to Be Operated, Overseeing Strategic Response and Policy Planning
Pukyong National University (President Bae Sang-hoon) has formed and begun operating a ‘Response Committee for the Relocation of the Ministry of Oceans and Fisheries (MOF)’ ahead of the ministry’s planned move to Busan this year.
This initiative by Pukyong National University is drawing attention as it marks the first formal response from a local university, especially as the Minister of Oceans and Fisheries has repeatedly emphasized Busan’s outstanding educational infrastructure in connection with the relocation.
Pukyong National University previously hosted the “Future Outlook Forum for the Maritime Capital Busan” on July 21, with participation from major regional institutions in the marine and fisheries sector. Then, on July 25, the university stood at the center of the Ministry of Oceans and Fisheries (MOF) relocation discussion as the presidential town hall meeting, “Listening to the Heart of Busan,” was held. Accordingly, Pukyong National University plans to actively support the relocation of the MOF through contributions in education and policy development.
To this end, the university completed the formation of six subcommittees on July 30 ― in the fields of △Fisheries Policy △Fishing Industry △Aquaculture △Marine Affairs △Seafood Science △Shipbuilding and Offshore Equipment ― and held the committee’s first meeting on the afternoon of July 31 at the conference room on the third floor of the university’s main administration building.
The committee is chaired by Vice President for External Affairs Ha Myung-shin, with Professor Nam Jong-oh (Department of Resource and Environmental Economics) serving as vice chair, and Chun Eun-jun, Director of the Planning Office, overseeing administrative support. Together, they will lead the overall operations of the committee, including discussions on strategic responses and key policy proposals related to the relocation of the Ministry of Oceans and Fisheries (MOF). Each subcommittee comprises 1 to 4 faculty members who are experts in the relevant fields, and they are tasked with policy development, education planning, and establishing strategies for international cooperation within their respective domains.
Notably, Pukyong National University is well-equipped to maximize the effectiveness of the committee’s operation, as it houses two colleges directly related to marine and fisheries ― the College of Fisheries Science and the College of Environmental and Marine Sciences ― along with 18 directly related majors and numerous indirectly related departments. The university plans to operate the committee for two months through September, after which the outcomes will be proposed to the MOF for collaboration and implementation. Depending on the situation, the committee’s term may be extended.
President Bae Sang-hoon remarked, “The relocation of the Ministry of Oceans and Fisheries to Busan will have ripple effects not only on the city but also across the entire nation.
