부경대학교 교수회를 비롯 직원협의회, 총학생회, 총동창회 등은 27일 성명서를 내고 “한국해양과학기술원 설립은 해양과학의 미래를 좌우할 중요한 국가정책인데도 해양과학을 주도적으로 교육·연구하는 대학 및 관련 학회들과 협의도 없이 추진되고 있다”면서, “국토해양부의 한국해양과학기술원 졸속 설립 계획은 즉각 폐기되어야한다.”고 주장했다. 이 단체들은 이어 “특히 해운이 특성화된 특정대학만 참여하는 이번 설립 안은 해운이 마치 해양과학의 전부라는 잘못된 인식을 바탕으로 추진되는 것.”이라고 비판했다. 이와 함께 이들은 “해양수산부가 폐지된 이후 해양과학분야가 급격히 위축되고 있는 상황에서 교육과학기술부가 해양과학 교육분야를 국토해양부로 넘겨 한국해양과학기술원을 설립하는 것은 해양과학 교육분야 육성을 포기하는 것이나 마찬가지.”라고 지적했다. 이에 따라 이들은 지역사회의 의견을 충분히 수렴하고, 해양과학을 주도적으로 교육·연구하고 있는 대학들이 함께하는 합리적인 설립계획 안을 새롭게 수립할 것을 국토해양부와 교육과학기술부에 촉구했다. 이에 앞서 22일 민주노총 공공운수연맹 전국공공연구노동조합도 과학기술계의 혼란을 초래하는 한국해양과학기술원 설립 추진을 중단할 것을 촉구하는 성명을 발표했다. 지난 20일 열린 2011년도 국정감사에서 한나라당 김세연 박영아 의원 등도 의견수렴 없이 특정대학만 참여하는 해양과학기술원 설립 추진은 무리라고 지적했다. 한편 지난 7월 국회의장이 발의한 ‘한국해양과학기술원법’ 제정안이 부산시와 관련 기관들의 반발에 부딪히자 교육과학기술부와 국토해양부는 대안으로 교육기능의 한국해양대와 연구기능의 한국해양연구원 간의 협력체계를 구축하는 방식의 한국해양과학기술원 설립을 추진하고 있다.<부경투데이> The issue of establishing KIOST which Minister of Land, Transport and Maritime Affairs are pushing criticized because it turned out to be the desk plan. Many people including PKNU faculty, student council, and graduates’ association announced a statement on September 27th. They spoke as follows. “Even though the matter of establishing KIOST is very important, Minister of Land, Transport and Maritime Affairs are pushing it without any agreements with the related universities and academies which have led many researches on the field of marine science. Therefore, this matter must be withdrawn instantly.” In addition, they stated as follows. “It is totally wrong that only a few universities which are specialized in the field of marine transportation made a decision because it seems to be misconception that marine transportation is all to the field of marine science.” Moreover, they pointed out the problem as follows. “After Ministry of Maritime Affairs and Fisheries was abolished, the field of marine science has increasingly contracted. In this situation, Ministry of Education, Science, and Technology delegated authorities for the education of the field of marine science to Minister of Land, Transport and Maritime Affairs. As a result, Minister of Land, Transport and Maritime Affairs made a decision to found KIOST. In other words, it means that government gives up promoting the education of the field of marine science. They asked Minister of Land, Transport and Maritime Affairs and Ministry of Education, Science, and Technology to set up a new rational project by collecting public opinions and by letting the universities which have led the field of marine science take part in this plan. Furthermore, among the member of the National Assembly Kim Se Yeon and Park Yeong Ah who belong to the Grand National Party-Hannara pointed out the problem at 2011 parliamentary inspection of the administration which was held on September 20th because it is not fair that only a few universities participate in this project to establish KIOST without collecting public opinions. Meanwhile, Ministry of Education, Science, and Technology and Minister of Land, Transport and Maritime Affairs are pushing ahead with alternative plan by setting up a cooperative system with Korea Maritime University and Korea Ocean Research and Development Institute because many relevant institutions are against establishing KIOST on September 7th. <Pukyong Today> <translator; Park Ha Won, dhzl0121@naver.com> |
