“세계수산대학 설립을 적극 지지합니다. 아프리카는 대서양과 태평양, 지중해 등 거대한 해양으로 둘러싸인 국가들입니다. 이 나라들이 잘 살기 위해서는 수산전문 인력양성과 어업기술 개발이 필요합니다. 그래서 세계수산대학이 반드시 설립되어야합니다.”

23일 오후 4시 해운대 벡스코 1전시장 회의실. 이날 개막한 제7차 세계수산회의 부대행사로 열린 ‘FAO 세계수산대학 국제세미나’의 첫 발표자로 나선 아프리카 가나의 수산부 Sherry Ayitey 장관의 발언이다.
‘세계수산대학 설립과 개도국의 역량강화’를 주제로 연설한 그는 가나, 기니, 세네갈, 나이지리아 등 서아프리카지역 연합기구인 FCWC(Fisheries Committee for the West Central Gulf of Guines) 의장이기도 하다.
그는 “가나를 비롯한 아프리카 국가들은 한국(부경대)의 수산 교육프로그램에 직접 참여해서 수산분야 역량을 강화하는 등 많은 혜택을 보고 있다.”면서, “개발도상국들의 빈곤퇴치와 해양환경보호를 위해 세계수산대학 설립이 꼭 필요하다.”고 강조했다.
해양수산부가 주관하고 부산시와 부경대학교가 후원한 이날 국제세미나에는 세계수산회의에 참석한 100여명의 세계 수산지도자들이 참석해 세계수산대학 설립의 필요성과 글로벌 협력방안에 대해 논의했다.
김영석 해양수산부 장관과 서병수 부산시장은 세계수산대학 설립 필요성과 정부와 부산시의 설립 의지를 강력하게 피력하면서 세계 수산지도자들의 지지를 간곡히 당부했다.

김영섭 부경대 총장도 이날 축사를 통해 “한국전쟁으로 피폐해진 국가경제를 일으킨 동력은 수산이었고, 그 때 수산 기술을 연구하고 전문인력을 양성한 곳은 바로 부경대학교였다.”면서, “우리는 그때의 경험과 노하우를 이웃나라에 전하고 있다. 세계수산대학을 통해 세계 이웃을 위한 봉사라는 우리 모두의 공동 목적이 성공적으로 달성될 수 있도록 더욱 열심히 노력하겠다.”고 성원을 당부했다.
이날 세미나에는 ‘FAO의 수산분야 역량강화’(G77+China FAO 대표 Md.Mafizur Rahman), ‘수산분야 교육을 통한 공적개발원조’(NOAA 아태소장, Micheal Abbey) 등의 주제발표와 박인우 고려대 교수를 좌장으로 부경대 이상고 교수, MOF 윤상린 과장, KMI 조정희 실장, FCWC 의장, G77+China FAO 대표, NOAA 아태소장, 페루 David 교수 등이 토론을 벌였다.
한편 세계수산회의는 1992년 그리스 아테네에서 1회 대회가 열린 이래 4년마다 국가별로 돌아가면서 열린다. 수산올림픽이라고도 불리는 세계 최대 규모의 수산 국제학술회의다.
세계수산위원회(WCFS)가 주최하고 한국수산과학회가 주관한 이번 제7차 세계수산회의는 ‘지속가능한 수산업과 안전한 수산식품으로의 도전’을 주제로 27일까지 열리며 75개국에서 2000여명이 참석, 1167편의 논문을 발표한다.
이날 오후 2시 벡스코 오디토리움에서 김영석 해양수산부 장관, 서병수 부산시장, 김영섭 부경대 총장 등 내빈이 참석한 가운데 열린 세계수산회의 개막식에서 남택정 조직위원장(부경대 식품영양학과 교수)은 개회사를 통해 “오늘날 수산자원의 지속가능한 이용을 위한 인류의 노력이 매우 중요해지고 있다.”면서, “이에 따라 세계 수산과학자들이 자신들의 연구결과를 교류하면서 정보를 탐색할 수 있는 장이 된다는 점에서 이번 회의는 매우 중요한 의미를 지닌다.”고 밝혔다.<부경투데이>
International Seminar on the World Fisheries University Held at BEXCO

“We strongly support establishment of the World Fisheries University. Africa is surrounded by large oceans such as the Atlantic, the Pacific and the Mediterranean, and for the development of the countries in the continent, we need to train experts and improve techniques in the field of fisheries. That’s why we need the WFU for sure.”
At 4 p.m. on 23 May, in a meeting room of the 1st Exhibition Hall at BEXCO, Busan, Sherry Ayitey, Minister of Fisheries and Aquaculture in the Republic of Ghana, delivered the first speech at the Scoping Seminar on the Establishment of FAO World Fisheries University, which was one of the parallel-events on the first day of the 7th World Fisheries Congress (WFC).
The Minister, who spoke on the issue of the establishment of the World Fisheries University and the capacity development of developing countries, is also the chairman of the Fisheries Committee for the West Central Gulf of Guines (FCWC).
“African countries including Ghana are participating at the fisheries education programs provided by the Pukyong National University in Korea to develop our competence in the field of fisheries,” said the Minister. She also emphasized, “World Fisheries University is an essential way to end the poverty in the developing countries and protect the marine environment.”
Around a hundred leaders in world fisheries who came for the WFC also participate in the seminar, hosted by the Ministry of Oceans and Fisheries (MOF) and sponsored by Busan Metropolitan City and Pukyong National University, and discussed the necessity of the WFU and measures to strengthen international cooperation.
Expressing the necessity of the WFU and the resolution of the government and Busan City, Minister of Oceans and Fisheries Kim Young-seok and Mayor of Busan Metropolitan City Suh Byung-soo urged for the support of the world leaders.
In his congratulatory address, President of Pukyong National University Kim Yeoung-seup said, “Fisheries was the trigger that could restore the national economy impoverished by the Korean War, and PKNU took the lead in conducting research and cultivating qualified professionals for fisheries in that time,”
“We are trying to give the experience and expertise to other countries. We will try harder to achieve our common goal of coexisting with the global neighborhoods through the WFU.”
Starting with the topic presentations, “Developing Competence in the Fisheries of FAO” by the chair of the G77+China FAO Md.Mafizur Rahman and “Official Development Assistance through Fisheries Education” by the NOAA’s administrator of Asia-Pacific area Micheal Abbey, the seminar was led by Professor Park In-woo of Korea University, and others, including the professor of PKNU Lee Sang-go, the chief of the MOF Yun Sang-rin, the chief of the KMI Jo Jeong-hui, the chairman of FCWC, the chair of G77+China FAO, the NOAA’s administrator of Asia-Pacific area and the professor David from Peru, participated in the discussions.
The World Fisheries Congress, also called as the “Olympics of fisheries conference,” is the world’s largest international academic conference which is held once every four years in different countries since its first conference in Athens, Greece in 1992.
With the slogan “Challenge to Sustainable Fisheries and Safe Seafoods”, the WFC 2016, from 23rd to 27th May, was hosted by the World Council of Fisheries Societies (WCFS) and managed by the Korean Society of the Fisheries and Aquatic Science, and about 2,000 people from 75 countries participated to present 1,167 papers.
In the opening ceremony at 2 p.m. at the Auditorium of BEXCO, in the presence of delegates including Minister of Oceans and Fisheries Kim Young-seok, Mayor of Busan Metropolitan City Suh Byung-soo and President of Pukyong National University Kim Yeoung-seup, Nam Taek-jeong the chair of the organizational committee for 2016 World Fisheries Congress said in his opening speech, “Human efforts are becoming critical for the sustainable use of marine resources. This congress, therefore, is of great importance for the fisheries scientists from around the world to exchange their research results and information.” <Pukyong Today>
