강 신임차관은 1962년 경남 함양출신으로 부경대 수산경영학과를 졸업하고 영국 HULL(헐)대학교에서 자원경제학 박사학위를 취득했다. 박수현 청와대 대변인은 “강 차관은 해양 수산 정통관료로 전문성과 현장소통 능력이 인정돼 발탁했다.”고 임명 배경을 설명했다. 강 신임차관은 30년 간 해양수산 분야에 근무해 이론·실무에 해박한 전문가로서 합리적이며 정무적 감각을 보유했다는 평가를 받고 있다. 1986년 기술고시(22기)에 합격, 1988년 수산과학원 수산사무관으로 시작해 해양수산부 자원관리과장, 농림수산식품부 어업자원관, 수산정책관, 원양협력관을 거쳐 해양수산부 수산정책실장 등을 역임한 바 있다. 우리나라가 OECD에 가입한 후 처음으로 그는 1997년 경제개발협력기구(OECD)에 국제협력관으로 파견된 데 이어 주 프랑스 대사관과 미국 국립해양대기청(NOAA) 등에 파견돼 근무했다. 국제회의 참석차 다녀온 외국이 40여 개국을 넘을 정도로 국제적 업무감각을 겸비했다는 평을 얻고 있다. 특히 2014년도 한·중어업협상 등에 뛰어난 능력을 발휘하여 2015년 1월 30일 홍조근정훈장을 받은 바 있다. 2014년 세월호 참사 당시 해수부 수산정책실장이던 그는 다른 실장들과 일괄 사표를 냈다가 2015년 5월 우리나라 수산분야 ‘연구 사령탑’인 국립수산과학원 원장으로 공직에 복귀했다. 수산과학원장 재임 기간에 세계 최초 명태 완전양식 및 뱀장어 인공 종묘생산(세계 2번째) 성공을 이끌었다. 강 신임 차관은 대학시절 영어사전 한 권을 통째로 외워 후배들 사이에 화제가 되기도 했다. 군에 2년 4개월 복무하면서 알파벳순으로 분리한 영어사전을 호주머니에 넣고 다니며 A~Z까지 모조리 외워버렸다고 한다. 영어사전을 통째로 외울 정도로 뛰어난 그의 영어실력은 기술고시 합격과 수산행정 관료생활에 매우 중요한 밑거름이 됐다고 한다. <부경투데이> Kang Joon-seok of the National Fisheries Research & Development Institute and the alumni of PKNU (56 • Department of Fisheries Business Administration, class of 80'), has been appointed as the vice minister of the Ministry of Oceans and Fisheries on May 15. Mr. Kang was born in 1962 in Hamyang, Kyongnam and he under-graduated from the department of Fisheries Business Administration in PKNU and graduated a Ph.D. in resource economics from Hull University, England. Park Su-hyun, the Blue House spokesman said, "The vice minister Mr.Kang has been appointed as an official officer of maritime fisheries and recognized for his expertise and field communication ability." He has been working for 30 years in the field of marine and fisheries, and has been evaluated as a rational and positive person as an experienced professional in theory and practice. He was dispatched to the Organization for Economic Co-operation and Development (OECD) in 1997 for the first time since Korea joined the OECD. He was then dispatched to the French Embassy in the US and the National Oceanic and Atmospheric Administration (NOAA). There was a reputation for being able to have an international sense of business so that the foreign countries attending international conferences are more than 40 countries In particular, he was awarded the Order of Service Merit on January 30, 2015, demonstrating his outstanding ability in the negotiation of Korea-China trade in 2014. At the time of the Sinking of motor vessel 'Sewol' in 2014, he was the head of the Fisheries Policy Bureau of the Ministry of Maritime Affairs and Fisheries. He resigned with other chiefs and returned to public office in May 2015, as the head of the National Fisheries Research Institute, the "Research Supervisor" in the Korean fisheries sector. During his tenure as a fisheries professor, he led the world's first successful production of pollock and eel artificial seeds production (second in the world). During his college years, Mr.Kang was able to memorize an entire English dictionary and became a hot topic among his juniors. He spent two years and four months in the military and memorized everything from A to Z. His English ability, which is excellent enough to memorize the entire English dictionary, has become a very important foundation for the passing of the technical examination and the life of the administrative officer of the fisheries administration. <Pukyong Today> |
