세계의 젊은이들이 한국의 부경대학교에서 바다를 배운다. 개발도상국 수산분야 역량강화를 위한 석사과정의 세계수산대학원 시범사업이 본격 시작된 것이다.

해양수산부와 부산광역시, 부경대는 7일(목) 오후 2시 부산 남구 부경대 대학본부 2층 대회의실에서 FAO(UN식량농업기구) 산하 국제기구로 부경대에 설립을 추진 중인 ‘세계수산대학원 시범사업 개원식’을 열었다.

이날 행사에는 강준석 해양수산부 차관, 서병수 부산시장, 김영섭 부경대 총장, 김정훈 국회의원, 백종헌 부산시의회 의장, 그리고 해외에서 임기택 IMO(국제해사기구) 사무총장, FAO G77+China Elias Eljuri Abraham 의장, Yacoubou Bio-Sawe 서아프리카개발은행 사무총장등을 비롯 FAO 개도국 회원국 의장 등 국제기구 및 FAO 회원국 대표 200여명이 참석했다.

시범사업에 참여하는 학생들은 FAO 회원국 중 17개 개도국 출신 30명으로 지난달 4.3:1의 경쟁률을 뚫고 선발된 인재들이다. 17개 국가는 방글라데시, 우즈베키스탄, 인도네시아, 파키스탄, 필리핀, 가나, 기니, 나이지리아, 라이베리아, 모잠비크, 에티오피아, 우간다, 카메룬, 케냐, 탄자니아, 아이티, 페루 등이다.

이들은 오는 11일부터 2019년 2월까지 18개월간 △양식기술, △수산자원관리, △수산사회과학 등 3개 전공에 각 10명씩 배치돼 교육을 받는다. 소정의 교육과정을 거치면 석사학위를 받는다. 올해 안으로 추가로 선발될 15명은 어업·양식·가공 등 현장 중심의 교육과정인 수산지도자 양성과정을 밟게 된다.

시범사업 참여 학생인 에티오피아의 Anley Teferra Kiddane 씨(31세·간호사 출신)는 “수산기술을 배워 기아와 영양실조를 없애는 데 일조하기 위해 지원했다.”고 밝혔다.

부경대 김영섭 총장은 개원사를 통해 “수산기술을 바탕으로 경제발전을 이룬 우리의 경험을 세계수산대학원 시범사업을 통해 잘 전수해서 개도국들의 발전을 이끌 수산리더 양성에 최선을 다할 것.”이라고 밝혔다.

서병수 부산시장은 “세계수산대학이 정식 개교되어 수산분야 세계 리더 양성을 통해 세계수산업 발전을 이끄는 최고 모범 사례될 수 있도록 적극 협력하겠다.”고 말했다.

강준석 해양수산부 차관은 “세계수산대학의 목표는 수산분야 교육을 통한 역량강화로 개도국 경제성장에 마중물역할을 하는 것이다. 대학 운영을 위해 재정지원을 포함한 다양한 정책을 지속적으로 추진할 것.”이라고 밝혔다.

임기택 IMO 사무총장은 “IMO가 설립한 세계해사대학은 4천여 명의 졸업생을 배출해 세계 해사 분야 발전에 기여하고 있다.”면서, “앞으로 세계수산대학 졸업생들도 세계 수산발전을 이끄는 리더 역할을 할 것으로 기대한다.”고 말했다.

FAO G77+China Elias Eljuri Abraham 의장은 “수산업을 바탕으로 급격한 경제성장을 이룬 한국에서 개도국 빈곤해결과 경제발전을 위한 세계수산대학 시범사업이 시작되는 것은 당연하다.”면서, “세계수산대학은 지속가능한 수산기술 개발과 인재양성 등을 통해 세계에 많은 이익을 줄 것이라 기대한다.”고 말했다.

한편 해수부는 오는 2019년 7월 제41차 FAO 총회에서 이 시범사업 결과를 보고하고 세계수산대학 설립 안건을 최종 승인받는 것을 목표로 하고 있다. <부경투데이>

'The first step' of World fisheries graduate school

 Young people from around the world learn the ocean from PKNU in Korea. The pilot project of the Graduate School of Fisheries Graduate School of the Master's program for strengthening the capacity of the fisheries field in developing countries has started in earnest.

 The Ministry of Maritime Affairs and Fisheries, Busan and PKNU will hold a "World Fisheries Graduate School demonstration project opening ceremony" at PKNU, which is being promoted to PKNU as an international organization under the UN FAO (Food and Agriculture Organization).

 Kang Jun-seok, Deputy Minister of Maritime Affairs and Fisheries, Seo Byung-soo, Mayor of Busan, Kim Young-seup, President of PKNU, Kim Jung-hoon, Member of Parliament, Baek Jong-heon, Chairman of the Busan City Council, and from abroad Lim ki-taek, Secretary General of the International Maritime Organization (IMO) , Chairman of FAO G77 + China Elias Eljuri Abraham, Yacoubou Bio-Sawe, the Secretary General of the West African Development Bank, as well as international organizations such as FAO member countries' developing countries and 200 of FAO member countries have attended the event on the day.

 The students participating in the demonstration project are 30 people from 17 developing countries among the FAO member countries, and they were selected through the competition rate of 4.3: 1 last month. The 17 countries are Bangladesh, Uzbekistan, Indonesia, Pakistan, the Philippines, Ghana, Guinea, Nigeria, Liberia, Mozambique, Ethiopia, Uganda, Cameroon, Kenya, Tanzania, Haiti and Peru.

 Each 10 people are placed in three majors including the △aquaculture technology, △fisheries resource management, and △fisheries social science for 18 months from comming February 11 to February 2019. After receiving the pre-education training, they receive a master's degree. The 15 additional candidates in this year will be trained in the training of fisheries leaders, such as fisheries, aquaculture, and processing.

 Anley Teferra Kiddane (31yrs, nurse) from Ethiopia who participated in the demonstration project, said, "I applied to learn fisheries technology to help eliminate starvation and malnutrition."

 Kim Young-seup, president of PKNU said, "We will do our best to cultivate fisheries leaders who will lead the development of developing countries through the demonstration project of the World Fisheries Graduate School through our experience of economic development based on fisheries technology."

 Also, Seo Byung-soo, Mayor of Busan said, "The World Fisheries University will be officially opened and we will actively cooperate to become the best example leading the development of the global fisheries industry by cultivating world leader in the fishery field."

 Kang Jun-seok, deputy minister of the Ministry of Maritime Affairs and Fisheries said, "The goal of the World Fisheries University is to play a leading role in the economic growth of developing countries by strengthening capacity through fisheries education. We will continue to pursue various policies including financial support for the operation of the university."

 IMO Secretary General Lim Ki-taek said, "The World Maritime University, founded by IMO, has contributed to the development of the world maritime industry by producing more than 4,000 graduates. Graduates from the World Fisheries University will also play a leading role in the global fisheries development. I look forward to it. "

 Elias Eljuri Abraham of FAO G77 + China said  "It is natural that the World Fisheries University demonstration project for the poverty reduction and economic development of developing countries will begin in Korea, which has achieved rapid economic growth based on fisheries. I hope that it will bring a lot of benefits to the world through the development of fisheries technology and the cultivation of human resources. "
