부경대 의대, 방사선의학 전문대학원으로 추진

- 대통령 지역공약 ‘방사선 특화의과대학’ 설립방안 확정

- 28일 기장군과 MOU 체결, 정부에 공동건의 등 본격화

국립부경대학교(총장 장영수)와 부산광역시 기장군(군수 정종복)이 제20대 대통령 지역공약사업인 ‘방사선 특화 의과대학’을 ‘방사선의학 전문대학원’ 체계로 추진하는 것을 주 내용으로 하는 공동협약서를 3월 28일 체결했다.

부경대 장영수 총장과 기장군 정종복 군수는 이날 오후 부경대 대학본부 3층 총장실에서 ‘방사선의학 전문대학원 설립 추진’을 위한 협약식을 했다. 이날 행사에는 기장군의회 박우식 의장을 비롯한 군의원들도 참석했다.

부경대는 그동안 추진해오던 방사선 의·과학대학의 설립 및 운영 방안에 대한 외부 전문기관의 연구용역 결과, 방사선의학 및 정밀의료에 특화된 연구 중심의 7년제 의사과학자(MD-PhD) 체계가 타당한 것으로 나옴에 따라 학부 졸업생을 대상으로 하는 4년제 의학전문대학원(Medical Doctor 과정)과 3년제 박사(PhD 과정)이 결합된 정원 30명 규모의 방사선의학 전문대학원으로 추진키로 했다고 밝혔다.

이날 부경대와 협약을 체결한 기장군은 장안읍에 조성 중인 동남권 방사선 의·과학단지 내 교육시설용지를 학교부지로 제공키로 하고, 앞으로 부경대와 협의체를 구성해 방사선의학 전문대학원 설립을 공동사업으로 추진하기로 했다.

이에 앞서 부경대는 기장군의회와 함께 20대 대통령선거 공약사업으로 기장지역에 글로벌 암치료허브 구축을 공동 건의했으며, 대통령직 인수위원회는 지난해 5월 ‘방사선특화 의과대학 설립’과 ‘방사선 융복합의료기기센터 건립’ 등 5개 사업을 부산지역 정책과제로 채택해 ‘동남권 방사선의과학 암치료허브 구축 사업’으로 공식화했다.

부산시도 대통령직 인수위의 방침에 따라 공약 실행을 위한 세부실천방안과 대응전략을 마련했으며, 부산연구원은 대선 직전인 2022년도 ‘부산시 융합방사선산업 육성을 위한 현안연구’에서 의사과학자 육성을 위한 방사선 의대 설립을 최우선 과제로 도출하고 정책제언 1순위로 설정한 바 있다.

부경대는 의대 설립 시 동남권원자력의학원(이하 동남권의학원)을 부속병원으로 할 경우 시너지 효과가 클 것으로 보고, 지난 2021년 동남권의학원과 ‘방사선 의·과학 분야 인력양성 협약’을 체결한 데 이어 지난해부터 대학원 의공학과에 동남권의학원 의료진과 연구진이 강연자로 참여하는 ‘방사선 융합의과학’과 ‘방사선 영상 및 치료기기’를 석·박사 학생들의 전공과목으로 개설해 운영하고 있다.

또 관련 법률도 국회에서 이미 마련돼 동남권 방사선 의·과학단지에 의과대학 설립을 추진하는 ‘방사선 및 방사성동위원소 이용진흥법 일부개정법률안’과 ‘한국방사선의과대학의 설립 및 운영에 관한 법률안’이 정동만(부산 기장군), 전봉민(부산 수영구)의원에 의해 각각 발의되어 있다.

장영수 부경대 총장은 “오늘 협약식을 계기로 부산지역 대통령 공약사업으로도 채택된 방사선특화 의과대학을 방사선의학 전문대학원 체계로 확정하고 기장군과 함께 현 정부의 임기 내에 건립되도록 노력하겠다.”라고 말했다. <부경투데이>

Pukyong National University (President Jang Young-Soo) and Gijang-gun (country governor Jeong Jong-Bok), Busan city signed a joint agreement on March 28, the main content of which is to promote the 20th presidential regional pledge, ‘radiology specialized medical college’ as a ‘radiology & medical specialized graduate school’ system.

President Jang Young-Soo of Pukyong National University and country governor Jeong Jong-Bok from Gijang-gun held an agreement ceremony in the president’s office on the 3rd floor of Pukyong National University’s administration building on the afternoon of the same day to promote the establishment of a graduate school specializing in radiology and medical. The ceremony was also attended by members of the country council, including chairman Park Woo-Sik from the general council.

According to the opinion that the 7-year medical scientist (MD-PhD) system specialized in radiology and precision medicine is appropriate, as a result of the research service of an external professional institution on the establishment and operation plan of the college of radiology and medical, which Pukyong National University has been promoting so far, the university decided to follow the opinion. Therefore, Pukyong National University announced that it will promote as a graduate school of radiology and medical with a capacity of 30 students, combining a 4-year medical graduate school (medical doctor course) targeting undergraduate graduates and a 3-year doctoral course (PhD course).

Gijang-gun signed an agreement with Pukyong National University on the day, decided to provide the site for educational facilities in the southeast radiation medicine and science complex being built in Jangan-eup as a site for graduate school establishment, and formed a consultative body with Pukyong National University to establish a graduate school of radiology and medical as a joint project.

Prior to this, Pukyong National University, together with the Gijang-gun council, jointly proposed the establishment of a global cancer treatment hub in the Gijang as a pledge project for the 20th presidential election, and the presidential transition team adopted five projects and made them official including ‘establishment of a radiology specialized medical college’ and ‘establishment of a radiology convergence medical device center’ as policy tasks for the Busan region, and designated them as the ‘establishment of a radiology cancer treatment hub in the Southeast region’.

In accordance with the policy of the presidential transition team, Busan city also prepared detailed action plans and response strategies to implement the pledge. In addition, the Busan research institute identified the establishment of a radiology medical college to nurture doctors and scientists as a top priority task in the 2022 ‘research on current issues to foster the convergence radiology industry in Busan’ right before the presidential election and set it as the number one policy proposal.

Pukyong National University considers that if Dongnam institute of radiological & medical sciences (DIRAMS) (hereinafter referred to as Dongnam medical center) is used as an affiliated hospital when establishing the medical college, synergy effects will be great. Therefore, starting with the signing of the ‘radiology and medical manpower training agreement’ with the Dongnam medical center in 2021, since last year, Pukyong National University operates ‘radiographic image and treatment equipment’ as a major course for master's and doctoral students, and ‘Radiation convergence medical science' and ‘radiology convergence medical science’, in which medical staff and researchers from the Dongnam medical center participate as lecturers in the department of biomedical engineering at the graduate school since last year.

In addition, related laws such as the ‘Partial revision of the act on promotion of use of radiation and radioactive isotopes’ and the ‘legislation on the establishment and operation of radiation medicine colleges in Korea’ have been proposed by country governors, Jeong Dong-Mahn (Gijang, Busan) and Jeon Bong-Min (Suyeong, Busan) to promote the establishment of a medical college in the southeastern radiology medical science complex.
