국립부경대, 부산형 라이즈 대응 거액 투입 ‘문샷’ 프로젝트 발표
- 부산 지역 대학 중 라이즈 대응 본격화 첫 신호탄
- 유니콘 기업 육성·지역현안 해결 2개 혁신 프로젝트에 11억 투입
국립부경대학교(총장 배상훈)가 올해 본격 시행되는 지역혁신중심 대학지원체계(RISE·라이즈) 사업에 선제 대응하기 위해 대규모 ‘PKNU Moonshot(문샷)’ 프로젝트를 추진한다.
최근 부산시가 부산형 라이즈 사업의 기본계획을 수립하며 대학과 지역의 동반성장 체계를 구축하는 밑그림을 제시함에 따라 부산지역 대학 가운데 첫 신호탄을 쏘며 선제적으로 나선 것.
국립부경대는 신산업 분야에서 ‘부산 5대 미래 신산업 분야 유니콘 기업 육성’, 인문사회 분야에서 ‘인문사회 융복합 연구기반 지역현안 해결’ 등 두 개 분야의 ‘문샷’ 프로젝트를 추진한다. ‘문샷’이란 달 탐사선 발사와 같은 혁신적인 도전을 의미한다.
국립부경대는 이 프로젝트를 위해 최대 11억 원의 사업비를 편성했다. 대학 자체 예산으로 단일 프로젝트에 10억 원이 넘는 연구비를 지원하는 것은 지역은 물론, 전국적으로도 이례적이다. 배상훈 총장은 지난달 취임 이후 이 프로젝트를 대학 핵심사업으로 전면에 내세우며 전폭적인 지원을 약속했다.
먼저 신산업 분야에서는 부산의 5대 미래 신산업 분야인 전력반도체, 이차전지, 미래항공, 디지털금융, 디지털헬스케어 관련 유니콘 기업을 키우기 위해 기업과 대학 간 공동 연구를 지원하는 프로젝트를 추진한다.
유니콘 기업이란 기업가치가 1조 원 이상인 스타트업을 일컫는다. 글로벌 경쟁력을 갖춘 대학 연구실의 혁신적인 신산업 분야 기술을 상용화해 세계적인 유니콘 기업을 지역에서 키워낸다는 계획이다.
이를 위해 5개 분야별 연구그룹을 선정해 1~2년간 총 9억 원 규모의 공동 기술개발연구 수행경비를 지원한다. 대학 주도로 도약기에 있는 기업과 지산학 협력체계를 구축하고 동반성장에 나설 계획이다.
2개 이상 학과에서 5명 이상의 교수가 연구그룹을 꾸려 참여기업과 함께 연구에 나서고, 특허 출원과 기술이전도 공동으로 진행한다. 기업이 지역에 안착해 발전할 수 있도록 기업부설 연구소를 캠퍼스에 입주시키는 것은 물론, 아예 참여기업 본사의 캠퍼스 이전과 대학 기술지주회사의 자회사로 편입까지 추진한다는 계획이다. 이를 위해 캠퍼스 혁신파크 사업으로 도시첨단산업단지로 조성 중인 용당캠퍼스를 참여기업에 개방한다.
두 번째 인문사회 분야에서는 대학이 보유한 인문사회 분야 역량을 활용, 지역의 다양한 현안 해결에 나선다. 최대 10개 그룹을 선정해 인문, 사회, 예술 분야 융복합 공동 연구수행경비를 각 2천만 원씩, 총 2억 원을 지원해 연구역량을 키우고 지역사회 발전에도 기여할 계획이다.
인문사회 분야에 천만 원 이상의 연구비가 지원되는 것은 매우 이례적인 사례다. 지역과의 동반성장을 위해 신산업은 물론 전통 인문학에도 소홀하지 않겠다는 의지다.
국립부경대는 수요조사와 의견수렴을 거쳐 오는 3월부터 프로젝트 공모에 나서는 등 본격 추진할 계획이다.
배상훈 총장은 “이번 프로젝트가 대학이 보유한 첨단기술을 활용해 지역 미래 성장을 견인할 기업을 집중적으로 육성하는 것은 물론, 인문학을 기반으로 학문 균형발전과 지역사회의 다양한 문제를 해결하는 대표 사례가 될 것으로 기대한다.”라면서, “국립대학으로서 지역의 지산학 협력 주체들과 함께 동반성장하기 위해 최선을 다하겠다.”라고 밝혔다. <부경투데이>
Pukyong National University Unveils ‘Moonshot’ Project with Significant Investment in Response to Busan-Style RISE Initiative

Pukyong National University (President Bae Sang-hoon) is launching a large-scale “PKNU Moonshot” project in response to the upcoming Regional Innovation System and Education (RISE) initiative, which will officially be implemented this year.
Recently, the city of Busan established the basic plan for the Busan-type RISE project, outlining a framework for mutual growth between universities and the local community. In line with this, Pukyong National University is the first among universities in Busan to take proactive steps, signaling the start of this initiative.
The university will focus on two key areas in its “Moonshot” project: fostering unicorn companies in the five major future industries of Busan and solving local challenges through interdisciplinary research in the humanities and social sciences. The term “Moonshot” refers to bold, innovative challenges, much like the launch of space missions.
Pukyong National University has allocated up to 1.1 billion KRW for this project. It is unprecedented in both the region and nationwide for a university to support a single project with more than 1 billion KRW in research funding from its own budget. Since his inauguration last month, President Bae Sang-hoon has placed this project at the forefront of the university’s core initiatives and promised full support.
In the first phase of the project, the university will focus on supporting joint research between companies and the university to foster unicorn companies in Busan’s five major future industries: power semiconductors, secondary batteries, future aviation, digital finance, and digital healthcare.
A unicorn company refers to a startup valued at over 1 trillion KRW. The plan is to commercialize innovative technologies in these cutting-edge industries from university research labs with global competitiveness, with the goal of cultivating world-class unicorn companies in the region.
To achieve this, five research groups will be selected for each of the five fields, and a total of 900 million KRW will be allocated for joint technology development research over 1 to 2 years. The university plans to establish a collaboration system between growing companies and the university, fostering mutual growth.
Research groups consisting of more than five professors from at least two departments will join forces with participating companies to conduct research. Patent applications and technology transfers will also be pursued jointly. In addition, the university plans to help companies establish themselves in the region by setting up corporate research institutes on campus, with the goal of relocating the headquarters of participating companies to the campus and incorporating them as subsidiaries of the university’s technology holding company. To facilitate this, the university will open the Yongdang Campus, which is being developed into a cutting-edge industrial complex under the Campus Innovation Park project, to participating companies.
In the second phase, focused on the humanities and social sciences, the university will leverage its expertise in these fields to address various regional issues. A total of 10 groups will be selected to conduct interdisciplinary joint research in the humanities, social sciences, and arts. Each group will receive 20 million KRW, for a total of 200 million KRW, to enhance research capabilities and contribute to the development of the local community.
It is an exceptional case that more than 10 million KRW in research funding will be provided to the humanities and social sciences field. This demonstrates the university’s commitment to not only focusing on new industries but also ensuring that traditional humanities are not neglected, in the spirit of fostering mutual growth with the region.
After conducting surveys and gathering opinions, Pukyong National University plans to officially launch the project proposal process starting in March.
