국립부경대·해수부, 유엔FAO 글로벌 훈련 프로그램 개최
- 16일부터 2주간 … 아시아·태평양 도서국 공무원 20명 참가

국립부경대학교(총장 배상훈)와 해양수산부, 유엔 식량농업기구(FAO)가 공동으로 진행하는 ‘한-FAO 글로벌 훈련 프로그램 부산 훈련’ 개회식이 3월 16일 국립부경대 미래관에서 열렸다.
 
이 글로벌 훈련 프로그램은 불법·비보고·비규제어업(IUU)을 방지하고 근절하기 위한 항만국 조치협정(PSMA)의 이행을 지원하기 위해 마련된 국제 연수과정이다.
 
국립부경대 해외어업협력센터(센터장 김영목) 주관으로 이날부터 2주간 진행되는 이 프로그램에는 아시아, 태평양 도서국 공무원 20명이 참가해 국제규범 이행을 위해 필요한 국가 시스템 구축 및 이행 훈련 과정을 이수한다.
 
이들은 비규제어업 대응을 위해 필요한 감시·감독·통제 체계, 항만검사 절차 및 문서 검증 기법, FAO 글로벌정보교환시스템(GIES) 활용, 실제 사례 기반 항만검사 및 법 집행 실습 등을 학습한다.
 
참가자들은 연수 동안 국립부경대를 비롯해 동해어업관리단, 국립수산물품질관리원, 한국수산자원공단, 한국해양수산개발원에서 제공하는 우수한 강의와 현장학습 등 연수 과정에 참여할 예정이다.
 
김영목 해외어업협력센터장(수산과학대학장)은 “이 프로그램은 국제규범 이행과 국가 수산 거버넌스의 신뢰를 강화하는 중요한 과정으로, 실습 중심 교육과 사례 기반 토론을 통해 실제 점검과 단속에 필요한 실무 판단 능력을 강화하겠다”고 밝혔다.

Pukyong National University and the Ministry of Oceans and Fisheries Host a UN FAO Global Training Program
- Two-week program starting on the 16th; 20 government officials from Asia-Pacific island nations participate
 
The opening ceremony of the “Korea？FAO Global Training Program Busan Session”, jointly organized by Pukyong National University (President Sang-Hoon Bae), the Ministry of Oceans and Fisheries, and the Food and Agriculture Organization of the United Nations (FAO), was held on March 16 at the Mirae Building of Pukyong National University.
 
This global training program is an international capacity-building course designed to support the implementation of the Port State Measures Agreement (PSMA), aimed at preventing and eliminating Illegal, Unreported, and Unregulated (IUU) fishing.
 
Hosted by Pukyong National University’s Overseas Fisheries Cooperation Center (Director Young-Mok Kim), the two-week program brings together 20 government officials from Asia-Pacific Island countries, who will participate in training on establishing national systems and implementing international standards required for compliance with global regulations.
 
Participants will receive training on monitoring, control, and surveillance systems required to combat IUU fishing, as well as port inspection procedures, document verification techniques, and the use of the FAO Global Information Exchange System (GIES). The program also includes practical exercises in port inspections and law enforcement based on real-world cases.
 
During the training period, participants will attend lectures and field-based learning programs provided by leading institutions, including Pukyong National University, the East Sea Fisheries Management Service, the National Fishery Products Quality Management Service, the Korea Fisheries Resources Agency, and the Korea Maritime Institute.
 
Young-Mok Kim, Director of the Overseas Fisheries Cooperation Center (Dean of the College of Fisheries Science), stated, “This program is an important initiative for strengthening the implementation of international norms and enhancing trust in national fisheries governance.
