| ■ 국립대 첫 공학인증… 전국 첫 무역인증… 자타 공인 명품대 부산지역 학생들은 부경대를 참 부러워한다. 우선 국립대다. 등록금이 그만큼 저렴하다는 얘기다. 민간투자 방식으로 지은 기숙사도 국내 최고 수준이다. 취업률도 전국 일반 국립대 가운데 가장 높다. 남구 대연동 대연캠퍼스는 부산에서 거의 유일한 평지 캠퍼스다. 지하철역에서도 걸어서 10분 이내 거리에 있다. 교육역량 강화사업도 전국 지방대 가운데 1위다. 국가 지원금도 눈에 띄게 늘고 있다. 영어권 나라에서 온 유학생도 많아 자연스레 학생들의 국제화 수준도 쑥쑥 증가하고 있다. 광안리해수욕장 오륙도 이기대 등 부산 해양관광 명소도 지척이다. 이런 내외부 환경을 디딤돌 삼아 명품 국립대 부경대의 위상은 갈수록 커지고 있다. 올해 신입생 모집 결과 수시모집 학생부 등급은 평균 2.43등급이다. 경영대는 1.85등급이다. 대학 재학생 가운데 60%만 부산 학생이다. 전국 1208개 고교에서 지원할 정도로 지원 고교 범위도 넓다. 학생 관리도 철저하다. 학점 인플레를 막기 위해 학점 상대평가제를 10년 전 도입했다. 2004년부터는 일정한 자격이 안 되면 졸업할 수 없는 졸업인증제를 운영하고 있다. 국립대로는 처음으로 공학인증을 받았다. 지방대 첫 건축공학과 5년제 풀 인증, 부산 첫 경영교육 인증, 전국 첫 무역인증 등 학과별로 잇달아 인증을 받고 있다. 학과별 교육인증을 받았다는 것은 교육 프로그램 수준이 높다는 의미다.  ○ 취업 명문 국립대부경대는 3000명 이상 졸업자를 배출하는 A그룹 일반 국립대 가운데 취업률 56%로 1위를 차지했다. 지난해부터 취업률 산정방식을 건강보험 가입 기준으로 했다. 따라서 이 결과는 특별한 의미를 갖는다. 각 대학이 해온 취업률 부풀리기에서 거품을 뺐더니 일반 국립대 가운데 부경대가 최고라는 것을 보여준다. 실제로 부경대 냉동공조공학과는 최근 1년간 삼성전자에 67명(인턴 포함)이 합격했다. 해양공학과 83.3%, 조선해양시스템공학과 82.1%, 생태공학과 80% 등을 보였다. 행정고시 공인회계사 세무사 등 국가자격 시험에도 잇달아 합격생을 내고 있다. 지난해 관세사 시험 전국 수석은 부경대 학생이었다. 박맹언 총장은 “부산 최초 대학인 부경대는 1950∼60년대 전국 최고 수재가 입학해 근대화 주역으로 활약했다”며 “산업구조가 바뀌면서 다소 침체기도 있었지만 이제 그 화려한 명성을 회복했다”고 말했다. 학생 개개인의 실력도 전국에서 유명하다. 지난해 전국 공모전에서 최고상을 받은 횟수만 50회에 이른다. 제7회 대한민국 DA(Data Architecture) 설계공모전에서는 대상 우수상 장려상을 부경대 학생들이 싹쓸이했다. 지난해 대학 교육역량 강화사업 계획평가에서 전국 대형 지방대 가운데 최우수를 차지했다. 2009년 실적평가에서도 부경대는 우수대학이었다. 여기서 받은 국가지원금 64억 원으로 국제화 등 141개 프로그램을 운영하고 있다. ○ 오직 부경대만 가능한 특성화 부경대의 지구환경·에너지, 해양수산, 나노·바이오 분야는 자타가 공인하는 세계 최고 수준이다. 해양, 수산 분야 학문의 샘이다. 따라서 다른 대학이 따라올 수 없는 특성화 사업이 활발하다. ‘발광다이오드(LED) 해양 융합기술 연구개발사업’이 대표적이다. 393억 원을 투입했을 정도. 녹색성장 사업인 LED산업과 부산, 경남지역 강점 산업인 해양산업 간 융합기술로 국가 LED산업 발전을 이끌 계획이다. 박 총장은 “해양수도인 부산의 특성에 맞는 세계적인 차세대 산업에 대한 투자”라며 “다른 대학은 엄두도 못 낼 일을 우리 대학이 독보적으로 주도하고 있다”고 설명했다. 원자력 부품소재 산업 전문인력 양성도 부경대만의 특화 산업이다. 대학 인근에 고리, 신고리원자력발전소가 있다. 대학 측은 원자력발전소 건설보다 부품소재 개발에 핵심 인재가 필요할 것으로 보고 이 사업을 추진했다. 관련 연구센터로 첨단용접센터 등 3개 센터를 조성했다. 부산 기장군 동백리에도 전국 대학 최대 규모인 녹색성장연구단지가 있다. 해수담수화 신기술, 해양생물을 이용한 신약 개발, 해조류 연료 개발 사업 등을 추진하고 있다. 해양바이오프로세스연구단, 기상지진기술개발사업단, 부산지역환경기술개발센터 등도 부경대가 특성화 분야를 살린 국책사업이다. 또 실습 선박인 가야호, 탐사 선박인 탐양호 등 최첨단 선박 2척으로 오대양을 누비며 바다를 연구하는 대학은 부경대가 유일하다. 부경대의 역할 모델은 핀란드 오울루대다. 이 대학은 글로벌 기업인 노키아의 기술 인력을 키우는 곳이다. 노키아에서 사용하는 정보기술(IT) 장비 개발회사인 지멘스네트워크는 2500여 명의 연구개발 인력 가운데 70%를 이 대학에서 지원받는다. 대학과 기업의 선순환 구조가 핀란드 오울루대 산업 클러스터의 핵심이다. 기업은 대학에서 아이디어를 제공받고 대학은 기업을 또 다른 교육기회로 받아들이기 때문이다. 이곳에는 기업 연구센터 200여 개가 있다. 부경대는 용당캠퍼스를 오울루대처럼 신성장 산업단지로 육성하기로 했다. 용당캠퍼스에는 LED센터, 중소기업 기업훈련 컨소시엄사업단, 동남권 선도산업 인재양성사업단, 한국정보통신연구원 오픈 연구개발(R&D)센터 등이 잇따라 입주하고 있다. 3월에는 다목적 공학 연구동이 들어선다. 부경대는 용당캠퍼스를 오울루대 산학산업단지, 미국 실리콘밸리, 서울디지털산업단지처럼 키우기로 했다. 즉, 대연캠퍼스는 교육 기능을, 용당캠퍼스는 도심형 산학협력단지로 차별화할 계획. 부경대는 “고도로 분화된 산업기술시대에 대학이 아카데미 역할에 그쳐서는 안 된다”며 “곧 부경대 용당캠퍼스에서 노키아처럼 세계적 기업 연구센터가 나올 것”이라고 설명했다. ○ 국립 부경대는? 1924년 출발한 부산공업대와 1941년 문을 연 부산수산대가 1996년 통합된 부산지역 국립대학이다. 부산 남구 대연동 대연캠퍼스(35만9509m²·약 10만8000평)와 인근 용당동 용당캠퍼스(32만3864m²·약 9만8000평)로 이뤄져 있다. 인문사회과학대 자연과학대 경영대 공과대 수산과학대 환경해양대 등 6개 단과대학과 일반대학원 및 특수대학원 4개가 있다. 학생은 2만8000여 명이며 교수 794명이 재직하고 있다. ■ 박맹언 부경대 총장 “수산해양 세계 최고… 일본도 못 따라올 것” ― 아프리카 공무원들이 부경대에서 수산 분야 새마을운동을 배우고 있다. 기사보기<클릭> All of the stories about PKNU ran on the 22nd page in ‘Dong-a’ newspaper on January 25th. ‘Dong-a’ newspaper reported that ‘PKNU is making rapid progress’. ‘Dong-a’ newspaper introduced PKNU’s significant capabilities including the PKNU’s level of the internationalization and the specialization on the 22nd page in a section which title is ‘let’s go to the world and future, visiting the university in 2011’. PKNU is the first national university to acquire an accreditation of engineering education… Also, it was gotten an accreditation of trading education for the first time among the other universities…PKNU is called the best of the best among the other universities. Many students who live in Busan want to enter the PKNU. First of all, PKNU is national university. It means that tuition is very reasonable. In addition, dormitory which is built as the way of the private investment is the best level in the country. Furthermore, Daeyeon campus that is located in Daeyeondong, Namgu, is almost the only flatland in Busan. Also, it takes about only 10 minutes to get the subway station on foot. Moreover, the level of the business reinforcing the education capabilities is the highest among the other local universities. Because of these facts, the support fund by the government is getting increasing. Besides, there are many international students from English speaking countries in PKNU. Then, students’ level of the internationalization is getting better than that of the other universities. Meanwhile, there are many tourist attractions including Gwangalli beach, Oryukdo and Igidae near PKNU. These external and internal environments also help PKNU’s position to enhance by promoting PKNU. According to the transcript of school records, the students who are going to enter the PKNU got an average 2.43 grades. Even the students who want to major in business administration got an average 1.85 grades. The only 60% of the students live in Busan. Also, about 1208 high school want their students to enter PKNU. However, PKNU has never been neglectful of the management about their students. To prevent the credit inflation, PKNU introduced the system which is called ‘credit relative evaluation system’10 years ago. In addition, PKNU have executed ‘certificating graduation system’, since 2004. This system means that if someone does not meet the requirements which are needed to graduate from PKNU, he or she cannot graduate from PKNU. Moreover, PKNU got an accreditation of engineering education for the first time among the other universities. Besides, PKNU acquired an accreditation of construction engineering, trading business education and business administration. It means that the quality of the education which PKNU provide for students is really high. The following graphs show the increase of the number of the foreign students, the higher proper record to enter PKNU than before, and the performances of the national projects. PKNU is the National University boasting the high employment rate. PKNU belongs to group A which should meet the following requirements. First, they should produce the graduates more than 3000. Second, they should be a national university. Among the other universities in group A, first place went to PKNU, because PKNU achieved about 65% employment rate. The calculation method was changed from an existed system to a health insurance system last year. Therefore, it has a special meaning. In other words, among the national universities, PKNU is the best, because changed calculation method shows the exact employment rate without any exaggeration. Actually, the 65 graduates of the Department of Refrigeration and Air-conditioning Engineering entered Samsung Electronics as the probationary employee and the regular workers. In addition, 83.3% of the students of the Department of Ocean Engineering, 82.1% of the students of the Department of Naval Architecture and Marine Systems Engineering, and 80% of the students of the Department of Ecological Engineering succeed in getting a job. Also, there are many graduates who have passed the national exam including Public Administration Examination, CPA test (Certified Public Accountant), and Licensed Tax Accountant test in succession. Even, the head of customs test throughout the country is a graduate at PKNU. The president of PKNU, Park Maeng Eon, said. “Many talented students entered PKNU in 1950s and 1960s which is the first university in Busan. Then they led to modernization of the education. Even though there was a period of stagnation a few times, because of the change of the industrial structure, PKNU could have finally regained its reputation.” The abilities of individual students are well known throughout the country. Last year, the number of times to be awarded first prize in the national contests was totally 50 times. Even, amazingly, students at PKNU were awarded the grand prize, excellence prize, and participation prize in the 7th Korea DA (Data Architecture) design contest. In addition, PKNU was awarded the grand prize in designing and evaluating of the education business to reinforce students’ capabilities among the other national universities. Moreover, PKNU was selected as the best university after the performance evaluation in 2009. PKNU won 64 hundred million won, and all of the prize money has been using to implement 141 programs including internationalization program. It is possible for the only PKNU to have the following characteristics. The most typical program is ‘a light emitting diode (LED) – marine convergence technology research and development business’. PKNU has invested about 39 billion in this program. PKNU is planning to lead to development of the LED industry by combining LED industry which is called green growth business and marine business which is advantage to Busan and Gyeongsangnam-do. The president of PKNU said. “It is investment for the future of Busan which is called the center of the marine city. Only PKNU is leading to this program matchless which the other universities cannot even think about. The nurture of many professional for developing the part of nuclear energy materials industry is one of PKNU’s specialized industries. There are a few nuclear power plant near PKNU such as Kori nuclear power plant and Sinkori nuclear power plant. PKNU believed that nurturing many talented people for developing the part of nuclear energy materials is more important than constructing many nuclear power plants. That is why PKNU has pushed forward with this industry. Then PKNU built the relevant research centers including the advanced welding center and so on. There is a research town driving the green growth which is located in Dongbaek-ri Gijang-gun, Busan. It is the largest research town in the whole universities. The new technology making the seawater fresh water, the development of the new medicine using the marine lives, the project to develop seaweed fuels are being proceeded. Besides, there are a few research laboratories including Marine Bioprocess Research Center, Center for Atmospheric Sciences and Earthquake Research, and Busan Environmental Technology Center. They are being used for the national projects which help PKNU to develop characteristics PKNU has. Furthermore, PKNU is the only university to study oceans by going around the five oceans using the state of the art vessels such as the Gaya which is the vessel for the practical training, and the Tamyang which is the vessel for the exploration, and so on. Actually, Oulu University which is located in Finland is a role model of PKNU. This university is a place where many professionals are educated because they are needed as technical professionals of Nokia which is the one of the global corporations. Siemensenetwork is an IT equipments developing company which is linked to Nokia. 70% of the talented people having a responsibility in research and development are trained in Oulu University. The key point of the industrial cluster which this university has wanted to build is the virtuous circle between a university and a corporation. In other words, universities give corporations many creative ideas, and corporations provide chances of the practical training for students of universities. Oulu University has more than 200 business research centers now. PKNU has decided to apply this system to make an industrial estate like Oulu University. LED center, Small Business Consortium Enterprise to train students, and so on is going up on Yongdang campus which is the one of PKNU’s campuses. In addition, PKNU is planning to build ‘Hanmir Building’ in order to promote engineering research in this coming March. Also, PKNU decided to make Yongdang campus like Silicon Valley in America, and Seoul Digital industrial estate. In other words, Daeyeon campus will be in charge of the education, Yongdang campus will be in charge of the industrial estate. PKNU said the following. “The role of the university is not the only education in advanced industrial technology age. We hope that Yongdang campus will become a global company research center like Nokia.” About PKNU At first, Busan National University of Technical which had opened in 1924 and National Fisheries University of Busan which had founded in 1996 combined into Pukyong National University. PKNU consist of Daeyeon campus which is located in Daeyeon-dong, Nam-gu, Busan and Yongdang campus which is located in Yongdang-dong, Nam-gu, Busan. There are 6 colleges including Humanities and Social Sciences, Natural Sciences, Business Administration, Engineering, Fisheries Sciences, and Environmental and Marine Sciences and Technology. Also, there are 4 graduate schools including Education, Industry, Business, and International Studies. In addition, there are about 28,000 students and 784 professors. The president of PKNU, Park Maeng Eon said. “I think that the field of fisheries oceanography in PKNU is the best in the world. I believed that Japan may not catch up with us.” He said to introduce PKNU. “If you want to be talented person in an era of internationalization, it is wise to select PKNU as a place of education.” He who was appointed the president of PKNU in 2008 also said. “I promise that the range of dormitory service and the opportunities of getting employment will expand for all of the students at PKNU to study freely in comfortable environment. After the consolidation, PKNU’s pace of the development is unbelievable “Actually, the number of the students to be admitted departments and majors at PKNU reduced after the consolidation; on the other hand, the number of students increased about 1500 students. It means that there are few students who want to take time off from PKNU and as well as to leave PKNU to transfer another universities. Also, administration staff and professors have much attention about getting employment and student guidance. In addition, the number of the national research projects has increased from 3 to 19. Moreover, the profits of them have mounted from 2.9 billion to 124.1 billion. In other words, it means that the satisfaction about PKNU, social status of PKNU, and the international competitiveness are getting better than before. After the appointment as a president of PKNU, The most important thing is… “Internationalization is really important because it makes it possible to compete with universities which are located in capital area and have good financial standing. There are many programs which help our students to improve their English conversation abilities by having the students who come from English speaking countries come to PKNU. For example, one of these programs is the way that one Korean student and one foreign student live together in the same room as a roommate. And then, they should talk to each other in English only to improve their English speaking level. Actually, the number of foreign students who are studying in PKNU is the highest in Busan. About 900 foreign students are studying in PKNU now. In addition, About 800 students in PKNU are going abroad to study. PKNU’s level of the internationalization is the third among 22 public universities and national universities. Also, the number of the foreign professors is the third, the number of the students who are studying abroad is the sixth, and the number of the English lectures is the third among them. It shows the index of internationalization PKNU has. There is a Special Peace and Culture Zone for the United Nations near PKNU. “It is the only UN Memorial Cemetery in the world. To educate the students as many professors in the field of international relations and cooperation, Education Center for International Peace is going to be built. In this process, many students can acquire the capabilities to be global person. Also, university will be constructed. Public officials who are African are learning Saemaeul Movement which is also called the new community movement about the field of fisheries in PKNU. “For 4 years, about 117 public officials who are engaging in the field of fisheries from 21 countries including Africa have learned the technology of the fisheries oceanography. Also, another countries including Brazil, Philippines are making a reservation to study in PKNU. PKNU is the only place in Korea to acquire the advanced fisheries oceanography as well as fishing industry, aquaculture industry, fishery processing, and marine bio-materials.
