손 차관은 지난 1985년 제21회 기술고시(수산직)에 합격해 1986년 옛 농림부의 수산청에서 공직을 시작, 지난 30여 년간 우리나라 수산정책 수립과 집행을 담당해온 정통 수산전문 관료다. 이전 해양수산부의 선박관리담당관, 어업지도과장, 어업정책과장, 수산정책국장, 국립수산물품질검사원장, 농림수산식품부 수산정책관 등을 두루 역임했다. 특히 수산공무원 중에서는 드물게 스페인과 미국에서 두 차례 해외근무를 하고 해양수산부 국제협력관 등을 역임해 국제 감각을 갖추었다는 평가를 받고 있다.
수산에 대한 그의 인식은 녹색성장산업이라는 것이다. 국립수산과학원장으로 임명된 직후 모교인 부경대 소식지인 ‘부경저널’과의 인터뷰에서 그는 “수산은 녹색성장산업”이라면서, “차세대 인재들의 도전이 필요하다.”고 강조했다. 그는 “500∼600kg 짜리 한우 한 마리는 550만원 정도인데 북해도 참다랑어는 ㎏당 300만원에 달하고 0.2g짜리 실뱀장어 한 마리는 8,000원에 이른다.”면서, “세계 수산 선진국들이 참다랑어와 실뱀장어 양식에 끊임없이 도전하는 이유도 여기에 있다.”고 말했다. 당시 인터뷰에서 모교의 후배들을 위한 조언을 부탁하자 그는 “궁금한 것을 소홀히 그냥 넘기지 않는다.”고 말했다. 일을 하다가 궁금한 것이 생기면 파악하고 공부해서 반드시 보완한다는 것이다. 그는 “궁금증 푸는 일을 귀찮게 생각하고 그냥 지나치면 이것이 습관화되고 결국 일의 완성도도 떨어지기 때문.”이라고 했다. 이어 그는 “누구나 자신에게 어떤 능력이 있는지는 잘 모른다.”면서, “그래서 자신을 믿고 최선의 노력을 해보는 것이 중요하다.”고도 말했다.<부경투데이> Jae-hak Son (Class of 79 in the Department of Resources and Biology in PKNU - formerly Busan Fisheries University) who is currently the head of the National Fisheries Research and Development Institute had been selected as the first vice-minister in the Ministry of Maritime Affairs and Fisheries in Ms. Park’s government. The vice-minister had passed the 21st technology examination in 1985, and started his official work in the Fisheries Agency of the Ministry of Agriculture and Forestry from 1986. Therefore, he has been a legitimate officer for 30 years and has been in charge of Korea’s fisheries’ policy improvement and enforcement. He had been in charge of ship management, fisheries supervisor section chief, fisheries policy section chief, director of National Fisheries Products Quality Inspection Service in the Ministry of Maritime Affairs and Fisheries, and fisheries policy director in the Ministry for Food, Agriculture, Forestry and Fisheries. Furthermore, he had as fisheries government employee, and also he worked as an international cooperation officer for the Ministry of Maritime Affairs and Fisheries. Last March, he was appointed as a director of the National Fisheries Research and Development Institute which is the core of fisheries research, and all the press sent welcome messages to him. The Kookje Daily News and The Busan Ilbo posted welcome messages emphasizing, ’It’s been a long time to have a legitimate minister in this position,’ and ’The fisheries expert has come back". They sent these messages because the position was the only national research-facility vacancy in the fisheries field, and Son, who was an expert of fisheries, had been chosen for the position. His idea of fisheries is that fisheries is a green growth project. As soon as he was appointed as a vice-minister of the ministry, he mentioned that fisheries is one of the green growth projects, so it is a challenge for the new generation. In an interview with his old school Pukyong university and the Pukyong Journal, he stated, "Around 500~600 kg of Korean beef is just 5.5 million won, but tuna from Northern sea is 3 million won for each kilogram and an 0.2 gram elver costs up to 8 thousand won. That’s why so many fisheries leading countries are trying to cultivate tunas and elvers continuously”. When the interviewer from Pukyong Journal asked for some advice for juniors, he said that he never something curious. Whenever he has he always studied it and supplemented it. He also said that if he then it would be a bad habit of his and it would turn out as poor quality work. "I still don’t know who has what ability, so what I want to say is doing your best and trusting yourself would be the most important thing to do," the new vice-minister said.<Pukyong today> |
그는 지난해 3월 우리나라 수산연구의 메카인 국립수산과학원 원장에 임명됐는데 그 당시 지역 언론들은 ‘뜨거운 환영 메시지’를 보냈었다. 국제신문은 ‘오랜만에 정통파 수산과학원장’, 부산일보는 ‘수산 전문가의 복귀’ 등을 강조하며 축하의 박수를 보냈었다. 국내 수산 분야 유일의 국립 연구기관장(1급) 자리에 이 분야 수산 전문가이자 수산관료 맏형인 손 동문이 왔기 때문.
