부산문화예술분야의 ‘수장’으로 일했던 이의 일기에는 어떤 내용이 담겼을까? 부산문화재단 대표이사로 재직했던 부경대학교 남송우 교수(국어국문학과)가 최근 책으로 펴낸 일기 내용이 관심을 모으고 있다.

화제의 책은 「공적 공간에서의 사적인 기록」(전망, 285쪽). 이 책에는 남 교수가 2011년 2월부터 3년 6개월 동안 ‘단 하루의 공식 휴가도 없이’ 부산문화재단 대표이사로 겪었던 좌절과 보람, 문화와 예술인에 대한 애정과 비판이 고스란히 들어있다.

부산문화재단 대표이사직을 맡은 다음날의 첫 다짐부터 남다르다. 그는 “모든 식사 원고는 내가 스스로 작성하고 나의 비전과 생각들을 생생하게 전하겠다는 작심을 더욱 하게 되었다.”고 일기에 적고 실천했다한다.

시의회 업무보고 경험을 보자. 그는 “지역문화의 진흥을 위해 필요한 근본적인 진흥책이나 발전을 위한 (시의회 의원들의) 제언이나 아이디어들은 별로 찾아볼 수 없었다.”면서, “공부한 만큼 현실적인 문제가 보일 수밖에 없으니 의원들의 전문성을 언제쯤 볼 수 있을까?”하고 한숨을 쉬었다.

지방과 중앙의 불균형을 타개하기 위한 노력도 일기에 많이 나온다. 그는 “한국문화예술위원회에서 배분하고 있는 문예진흥기금 집행에 문제가 있어 항의 방문하기로 했다. 문화정책의 기본 발상이 여전히 중앙집권적이라는 것은 어제 오늘의 문제가 아니지만 갈수록 이 문제가 더 심화되고 있다.”고 걱정했다.

그는 “1년 반 정도 재단 일을 해보니 한 재단의 힘으로 풀 수 없는 문제들이 산적했다. 그래서 전국문화재단 협의체를 만들어 힘을 합쳐 현안을 해결해나가는 길을 모색할 필요를 느꼈다. 이에 전국문화재단 대표들에게 전화를 해서 부산에서 한번 만나자고 했다.”고 적었다.

부산시 신년 하례모임의 풍경. 그는 “시장의 당부가 1시간 이상 계속되었다. 일방적으로 듣고만 있는 시간들이 분위기를 딱딱하게 만들었다.”면서 쌍방향 소통 부재를 아쉬워하기도 했다. 

그는 기자간담회 후기를 일기에 쓰면서 “단순한 재단의 홍보가 아니라, 재단이 제 길을 갈 수 있도록 비판적인 역할도 앞으로 기대해본다.”면서 “긍정적인 부분을 키우고 부정적인 부분을 개선해가는 일이 중요할 것이다. (기자들과) 낮부터 돼지 삼겹살로 점심을 때웠다.”고 썼다.

지역문화진흥법 관련 간담회를 위해 국회의원을 만나러 수행원도 없이 서울 출장을 가서 혼자 점심 먹는 부산문화재단 대표이사의 외롭고 청빈한 점심 풍경을 보자. “점심시간이라 혼자 어디 가서 한 끼를 먹어야했다. 무와 콩나물에다 대구를 넣은 탕인데 살은 한 토막 정도이고 나머지는 모두 뼈다. 살코기는 다 어디로 갔는가?”

지역문화예술육성 지원사업에 선정되지 못한 예술가들의 민원과 관련, 그는 “평가시스템을 아무리 완벽하게 마련해도 예술가들이 자신을 스스로 돌아보는 마음가짐이 없으면 자신이 선정되지 못한 것에 대한 불만은 끝나지 않을 것.”이라고 일침을 놓기도.

부산국제영화제 총회 날의 일기다. “국제연극제 조직위와 부산연극협회 사이에서 벌어지고 있는 서로간의 거리를 확실하게 바라볼 수 있는 총회였다. 한 개인에 대한 성토를 노골적으로 해야만 하는 절박함은 어디에서 온 것일까? 타인을 향한 돌팔매질은 얼마나 쉬운가?”하고 개탄했다.

조선통신사 문화유산이 유네스코 기록유산으로 등재되기까지 많은 고충이 있었음을 그의 일기에서 읽을 수 있다. 그는 “이 땅에 산재해 있는 개인과 개인 사이의 갈등, 단체와 단체 사이의 갈등, 국가와 국가 사이의 갈등, 이 모든 갈등의 원인은 어디에 있는 것인가? 그 근원적 뿌리는 인간의 욕망인가? 야망인가?”라며 어려움을 토로했다.

국제음악제 세미나에서 발제한 그는 “이름은 ‘국제’가 붙어 있지만, 실제 내용을 살펴보면, 우리끼리의 잔치가 되고 있는 국제관련 행사들을 심각하게 돌아보아야 한다.”고 꼬집었다.

평론가인 그는 일기에서 시인들을 이렇게 질타하기도 했다. “며칠 동안도 독자의 가슴에 파문을 일으키며 살아있지 못할 시편들을 양산하는 시인들이여! 왜 쓰레기통에 당장 던져질 수밖에 없는 자기만족을 위한 시집을 양산하고 있는가?”

일기를 책으로 낸 배경에 대해 남 교수는 “미시사가 기존 역사를 전복하듯이 개인적인 기록이 지역문화사의 속살을 제대로 드러내는 계기가 되고 지역문화 발전에 도움이 되기를 기원하는 의미에서 이 책을 엮었다.”고 밝혔다. <부경투데이>

Therefore, I felt the need to find a way to solve the issue by creating a National Cultural Foundation consortium.
