김 총장은 28일 한국대학신문과의 ‘심층대담’에서 이같이 밝혔다. 지난 17일 오후 부경대 대학본부 3층 총장실에서 한국대학신문 이인원 회장과의 대담으로 진행된 이번 인터뷰는 이날 한국대학신문에 게재됐다. 이날 인터뷰 기사의 제목은 「김영섭 부경대 총장 “국내 대학 양적·질적 급성장… 자율성 강화해 대학 교육 영토 해외 확장”」이었다. 이 기사는 “(김 총장은 지난해 12월) 제 26대 전국 국·공립대학교 총장협의회(이하 ‘국총협’) 회장으로 선출되면서 새로운 리더십을 확보해나가고 있다.”면서, “특히 국총협 회장으로서 국·공립대 발전과 위상을 높이는 데 힘을 쏟고 있다.”고 소개했다. 이번 인터뷰에서 김 총장은 강사법과 관련, “재정압박에도 불구하고 국립대 강사제도의 장점을 유지하기 위해 정부와 국회에 강사법 유예와 수정을 꾸준히 요구해왔다.”면서, “대학마다 상황이 다르겠지만 서로 공통된 사항을 시행령에 반영해 강사 보호와 학사 행정의 혼란을 방지하는 데 국립대가 적극 나서겠다.”고 밝혔다. 국립대 통합 논의에 대한 질문에 김 총장은 “이제는 정부정책에 의한 통합은 바람직하지 않다고 생각한다. 앞으로 국립대 간 통합은 특수한 사정에 의해 일어날 수 있겠지만 정책적인 통합은 일어나지 않을 것으로 보인다. 국립대가 위치해 있는 지자체의 고등교육기관으로서 중추적 역할을 하고 있어서다.”고 말했다. 김 총장은 부경대의 강점에 대해 “수산·해양 분야에 두드러진 강점을 갖고 있다. 이 분야만 지금까지 80여 년 동안 해왔으니 관료부터 업계까지 곳곳에 부경대 출신 인맥이 포진해 있다. 수산·해양 분야에서 최고 리더 산실의 역할을 해왔기 때문에 이 분야로 진출하려는 수험생들의 선호도가 굉장히 높다.”고 소개했다. 현재 정부에서 추진 중인 약학대학 신설에 부경대도 도전장을 냈다. 이번 교육부의 약대 신설 계획의 특징은 제약연구나 임상약학 등의 분야에서 역량을 발휘하는 인력양성을 위한 특화 교육과정 운영이다. 김 총장은 “(우리 대학은) 연구약학, 임상약학 전문가 양성을 위한 최적화된 조건을 갖췄다.”면서, 그 근거로 △2017 국·공립대 전임교원 1인당 논문실적 1위 △라이덴랭킹 2014 생명과학분야, 2015 의학분야 국내 1위 등 연구 실적 등 들었다. 김 총장은 이어 “영남권 최대 산학연단지 부경 Dragon Valley에 제약실습공장, 약학연구소를 즉시 구축·운영이 가능해 약학 분야 연구·개발 인프라 확보에 유리하다. 또한 전국 최대·최고 수준의 부경대 수산과학연구단지 내 해양 천연물의학연구센터 및 약초원을 설치·운영할 수 있어 해양수산물질과 육상자원을 융합한 혁신적 신약 연구기반이 마련돼 있다.”면서, “국내 최고의 해양바이오 연구력을 활용한 세계 수준의 융합약학전문인력을 양성할 수 있다.”고 강조했다. <부경투데이> ▷ 인터뷰 기사 전문 읽기 “클릭!!” Kim Young-seup, president of Pukyong University, stressed, "The national university in the region should play a pivotal role in developing and fostering local industries and basic sciences." " Pukyong National University has also challenged the establishment of a new college of medicine under the government.
