유은혜 사회부총리 겸 교육부 장관은 3월 7일 “올해 확대 개편된 ‘국립대학 육성사업’을 통해 국립대학이 지역교육 연구혁신의 거점으로서 지역 상생 및 국가 균형발전에 기여할 수 있도록 대학의 상황과 혁신방향에 부합하는 의미 있는 성과를 보여주길 기대한다.”고 강조하고, “앞으로도 국공립대학이 지역 특화 인재 양성, 고등교육 기회 보장, 기초·보호학문 육성 등 고등교육 공공성 및 경쟁력 강화에 기여할 수 있도록 적극 지원하겠다.”고 말했다.
유 부총리는 이날 오후 부산롯데호텔 3층 크리스탈볼룸에서 열린 전국국‧공립대학교 총장협의회(회장 김영섭‧부경대 총장) 정기총회에서 이같이 밝혔다.
유 부총리는 오는 8월 시행 예정인 새로운 강사제도와 관련 “지난 2월 대학 강사제도 지원 전담부서를 설치하여 강사 고용 동향을 지속 점검하고 있으며 강사제도 운영 세부사항에 대한 매뉴얼을 대학과 강사단체와 함께 협의하여 마련하고 있다.”면서, “대학 강사 처우 개선을 위한 재정지원과 학문후속세대의 연구·강의 기회 확대를 위한 신규사업 발굴 등 대학의 재정부담을 완화하는 방안을 적극 강구할 계획.”이라고 말했다.
유 부총리는 또 “교육부는 앞으로도 국공립대학이 지역 특화인재 양성, 취약계층의 고등교육 기회 보장, 기초·보호학문육성 등 고등교육의 공공성과 경쟁력 강화에 기여할 수 있도록 적극 지원하겠다.”면서, “앞으로도 총장님들을 보다 자주 만나 뵙고 대학 현장의 목소리에 보다 귀 기울여 대학현장에서 실질적인 변화를 체감할 수 있는 고등교육정책을 함께 만들어 나가겠다.”고 밝혔다.

            이날 전국국‧공립대학교 총장협의회 회장인 김영섭 부경대 총장은 "학령인구 격감과 4차 산업혁명 시대 도래를 맞아 국공립대의 책무성과 역할에 대한 기대가 커지고 있다."면서, "모두의 지혜를 모아 현안을 함께 해결하면서 국공립대가 우리나라의 미래를 여는 구심점이 되자."고 말했다.
이날 회의에는 김영섭 총장을 비롯, 이상경 경상대 총장(거점국립대학교총장협의회장), 김남경 경남과기대 총장(지역중심국‧공립대학교총장협의회장), 고대혁 경인교대 총장(전국교원양성대학교총장협의회장) 등 38개 회원교 대학 총장들이 참석해 △수도권과 지방의 균형발전을 위한 BK21 후속사업구조 개선, △심리상담 전문인력 정원 요청 등 대학의 당면 현안과 고등교육 발전방안 등을 논의했다.
한편 전국 국‧공립대학교 총장협의회는 거점국립대학, 지역중심대학, 교육대학 등 전국 41개 국‧공립대 총장들의 협의체다. <부경투데이>

The deputy prime minister Yoo have mentioned as follow at the nationwide regular general meeting of the National and Public Universities (Chairman Kim Young-seup, the president of Pukyong National University) held at Crystal Ballroom on 3rd floor of Busan Lotte Hotel on the afternoon of the day.
The deputy prime minister said as follow about the new lecturer system, which will be implemented in this August. "In February, we set up a department dedicated to supporting the university lecturer’s system and are constantly checking on the hiring trends of the lecturers, and we have prepared a manual on details of the lecturer system operation in cooperation with the university and the lecturers' group." She also said, "We plan to actively seek ways to alleviate the financial burden of universities, such as financial support for improving the treatment of university lecturers, and finding new businesses to expand research and lecture opportunities for future generations of scholars."
Ms.Yoo said, "The Ministry of Education will continue to support the public and private universities to contribute to the enhancement of publicity and competitiveness in higher education, such as fostering local talent, securing higher education opportunities for the vulnerable, and fostering basic and protected sciences. I will meet with the presidents more frequently and listen to the voice of the college field so that I can make a policy of higher education that can see the real change in the college area. "
The university president Kim Young-seup, the chairman of the Association of National and Public Universities of Korea said, "With the decline in the school-age population and the arrival of the era of the fourth industrial revolution, expectations for the national government's accountability and role are growing. Let's play a pivotal role for opening the future of our country."
The meeting was attended by president Kim Young-seup, and president Lee Sang-kyung of Gyeongsang National University (Chairman of the President Association for Flagship Korean National Universities), president Kim Nam-kyung of Gyeongnam National University of Science and Technology (Chairman of the President Association for Regional Public Universities), president Ko Dae-hyuk of Gyeongin National University of Education, and including 38 member university presidents to improve the BK21 follow-up business structure for balanced development of the metropolitan area and province, and the development of higher education.
