한겨레 5월 20일자 24면 전면 인터뷰에 등장한 주인공은 소득주도성장특별위원회 위원장으로 활약 중인 부경대학교 홍장표 교수(경제학부)였다.

<곽정수 논설위원의 직격인터뷰>라는 제목의 지면이었다. 이 인터뷰 기사는 “코로나19 위기로 ‘소득주도성장’의 가치 재발견했다.”는 홍 교수의 발언을 메인타이틀로 뽑았다.
 
한겨레는 이날 기사에서 “그는 ‘소주성의 설계자’로 불린다. 현 정부의 초대 청와대 경제수석을 지냈고, 2018년 9월 특위 위원장을 맡았다. 위원장은 고정급여가 없어 사실상 자원봉사 성격이다. 주중에는 특위에서 일하고 금요일에만 자택이 있는 부산으로 내려가 부경대에서 강의하는 주말부부 생활을 2년 가까이 하고 있다.”고 홍 교수를 소개했다. ‘소주성’은 ‘소득주도성장’의 줄임말.

2017년 문재인 정부 초대 경제수석을 지낸 홍 교수는 서울대학교 경제학과를 졸업했고, 동대학원에서 경제학 석·박사 학위를 받았다. 산업경제학이 전공이다. 1991년 부경대 경제학부 교수로 임용돼 인문사회과학대학 학장과 한국경제발전학회 회장 등을 지냈다.

그는 J노믹스(문재인 정부 경제정책)의 핵심인 ‘소주성’의 이론적 주창자이다. 실질임금이 증가하면 소비와 투자가 증가하고, 노동생산성이 증가해 경제성장으로 이어지는 선순환 구조가 가능하다는 것이 요지. 정부긴급재난지원금이 그 맥락이다.

홍 교수는 이날 한겨레 인터뷰에서 ▷전국민 고용보험 시대로 가기 위한 로드맵, ▷자영업자의 고용보험 적용 방안, ▷고용보험 확대에 따른 재정부담 문제, ▷코로나 대책과 소주성의 관련성, ▷지난 3년간 소주성에 대한 평가 등에 대해 의견을 밝혔다.

코로나 위기에서 ‘소주성’의 가치는 어떻게 평가될까?

한겨레는 이날 인터뷰에서 “고용보험 확대 등 고용안전망 강화는 소주성의 핵심내용.”이라면서, “코로나 위기 극복 과정에서 소주성의 의미가 재조명되는 것 같다.”고 말했다.

이와 관련 홍 교수는 “코로나가 소주성의 진정한 가치를 재발견하는 계기가 됐다. 코로나 충격으로 모든 국민이 어렵지만 청년층과 임시·일용직, 영세자영업자는 더 큰 고통을 받는다. 앞으로 위기가 재연될 때마다 취약계층의 피해는 더 커질 것이다. 소주성이 강조하는 것은 우리가 새로운 ‘혁신사회’로 가려면 튼튼한 사회안전망이 필요하다는 것이다. 외환위기 때는 정리해고 등으로 인해 100만명 이상의 대량 실업자가 발생했다. 인적 자본이 훼손되면서 한국 경제도 큰 타격을 받았다. 또 노사관계가 적대적·대립적 관계로 바뀌었다. 그 전철을 다시 밟을 수는 없다.”고 기사에서 밝혔다.

홍 교수는 ‘보수언론은 소주성이 분배와 고용에서 참사를 초래해 실패했다고 주장한다’는 질문에, “사실이 아니다. 오히려 분배는 뚜렷이 개선됐다. 또 고용 참사가 발생했다는 증거는 없다. 그동안 불충분하고 단편적인 자료로 인해 오해가 많았다.”고 답했다.

문재인 정부의 남은 임기 2년 동안 소주성의 과제와 관련, 홍 교수는 “경제위기 극복을 위한 고용 유지와 일자리 창출이 지상과제.”라면서, “정부의 피해 구제 대책에 이어 일자리 창출과 내수 회복을 위한 공공투자 확대, 고용안전망 강화를 위한 제도 개혁을 해야 한다.”고 강조했다.

그는 ‘소주성은 적극적인 재정 역할을 강조한다. 보수언론은 코로나 대책으로 재정 건전성이 악화된다고 우려한다.’는 질문에 “재정 건전성을 이유로 국난 극복에 필요한 돈을 쓰지 말자는 것은 위험한 생각이다. 코로나 이후 주요 국가들의 정부가 보수와 진보 성향을 막론하고 모두 재정을 쏟아 붓고 있다.”고 밝혔다. <부경투데이>

The protagonist who appeared in the full interview on page 24 of the Hankyoreh newspaper of May,20 was Professor Hong Jang-pyo of Economics at Pukyong National University, who is serving as chairperson of the Special Committee on income-led growth.

It was a page titled <Direct Interview of Editorial Writer Kwak Jeong-soo>. The article in this interview selected Professor Hong's remark as the main title, 'The rediscovery of the value of 'income-led growth' through COVID-19 crisis'.
 
Hankyoreh said in this article, "He is called as 'the master planner of 'So-ju-seong'. He served as the first government chief of the Blue House, and in September 2018, served as the special committee chair. The chairperson has no fixed salary, that means he is actually a volunteer. He works for a special committee during the week and he goes to Busan every Friday and lectures at Pukyong National University and has been on the weekend couple for almost two years.". 'So-ju-seong' is an abbreviation of Korean word 'Soduek-Judo-Seongjang' which means 'income-led growth'

In 2017, Professor Hong, who served as the first economic chief of the Moon Jae-in government, graduated from the Department of Economics at Seoul National University and received a master's and doctorate in economics from the Graduate School. His specialty is industrial economics. In 1991, he was appointed professor of Economics at Pukyong National University, where he had served as dean of the College of Humanities and Social Sciences and president of the Korea Economic Association.

He is the theoretical advocate of 'income-led growth', the core of J-nomics (the president Moon Jae-in's government economic policy). The point is that as real wages increase, consumption and investment increase, and labor productivity increases, leading to a virtuous cycle that leads to economic growth. The government's emergency disaster aid is in the same vein.

Professor Hong commented in the Hankyoreh interview on this day about ▷ roadmap to the national employment insurance era, ▷ employment insurance application plan for self-employed people, ▷ financial burden due to expansion of employment insurance, ▷ relationship between corona measures and income-led growth, ▷ To Suzhou for the past three years Comments on the evaluation of Korea.
In an interview at the Hankyoreh, Professor Hong commented on ▷the roadmap to the national employment insurance era, ▷plans to apply self-employed employment insurance, ▷the financial burden of expanding employment insurance, ▷the relationship between corona measures and income-led growth, and income-led growth over the past three years and also he expressed his opinion on the evaluation of growth and so on.

How is the value of 'Income-led growth' evaluated in the corona crisis?

Hankyoreh said in the interview on the day, "Strengthening the employment safety net, such as expanding employment insurance, is the core of income-led growth.", and added, "In the process of overcoming the corona crisis, the meaning of income-led growth seems to be re-examined."

In this regard, Professor Hong said, "It was an opportunity for to rediscover the true value of income-led growth through COVID-19. The COVID-19 shock makes it difficult for all people, but young people, temporary and daily workers, and small business owners will suffer more. Whenever the crisis recurs in the future, the damage of the vulnerable rate will increase more and more. The emphasis on income-led growth is that we need a strong social safety net to go to a new 'innovative society'. During the currency crisis, over 1 million people experienced mass unemployment due to the massive dismissals. As human capital was damaged, the Korean economy was also hit hard. In addition, the labor-management relations were changed to hostile and confrontational relations. "We must not repeat the same mistake again."

"The conservative press claims that income-led growth has failed, causing disaster in distribution and employment." Professor Hong answered to the question. "No, it is not true. Rather than that, distribution has improved significantly. In addition, there is no evidence of an employment tragedy. In the meantime, there were many misunderstandings due to incomplete and fragmentary data."

Regarding the task of income-led growth over the remaining 2 years of the Moon Jae-in administration, Professor Hong said, "Maintaining employment and creating jobs to overcome the economic crisis is a top priority.", he added "After the government's countermeasures against damages, we need to reform the system to create jobs, expand public investment to restore domestic demand, and strengthen the employment safety net."
