국립부경대학교(총장 배상훈)는 7월 8일 오후 부경컨벤션홀에서 ‘2026 대한민국 해양수산 대포럼’을 개최했다.

이번 포럼은 ‘해양수도권 완성, 대한민국 미래다!’를 슬로건으로, 정부와 지방자치단체, 해양수산 공공기관, 산업계, 학계가 함께 대한민국 해양수산의 미래 성장전략과 협력 방안을 모색하기 위해 마련됐다.

해양수산부의 부산 이전, 북극항로 시대 본격화, 해양수산 분야 AI 대전환 등 급변하는 환경 속에서, 이 행사는 정책과 산업, 연구개발(R&D), 인재 양성을 하나로 연결하는 국가 차원의 협력 플랫폼 모델을 제안하는 행사로 진행됐다.

이날 전재수 부산광역시장 등 부산시와 정부를 비롯한 해양수산 분야 주요 기관과 단체들이 해양수도권 조성과 대한민국 해양수산 경쟁력 강화를 위한 비전을 공유했다. 참석자들은 ‘해양수도권 완성, 대한민국 미래다!’를 주제로 미래 해양 비전 퍼포먼스를 함께하며 대한민국 해양수산의 새로운 도약을 선언했다.

기조강연에서는 김태유 서울대학교 명예교수가 ‘북극항로의 거점, 해양수도권 시대를 열자!’를 주제로 북극항로 개척이 가져올 글로벌 물류 환경 변화와 대한민국이 해양수도권을 중심으로 새로운 성장축을 구축해야 하는 이유를 제시했다.

이어진 특별대담에서는 ‘해양수도권 완성, 대한민국 미래다!’를 주제로 해양수산 분야 전문가들이 미래 전략을 논의했다. 하명신 국립부경대 대외부총장이 좌장을 맡고, 김종덕 한국수산자원공단 이사장, 박재율 해양수도부산발전협의회 대표, 안병길 한국해양진흥공사 사장, 이희승 한국해양과학기술원 원장이 패널로 참여해 북극항로 시대 대응 전략, 해양산업 경쟁력 강화, 해양수도권 조성 방안, 산학연 협력과 미래 인재 양성 등 대한민국 해양수산의 지속가능한 발전 방향을 심도 있게 논의했다.

배상훈 국립부경대 총장은 “해양수산부의 부산 이전과 북극항로 시대 개막은 대한민국의 미래 성장축이 바다와 지역으로 확장되는 역사적 전환점”이라며 “이번 포럼이 대한민국 해양수산의 새로운 비전을 제시하고, 글로벌 해양수도권 완성을 위한 정책과 산업, 연구, 인재 양성을 연결하는 출발점이 되기를 기대한다”고 말했다.

이에 앞서 이날 오전에는 국립부경대의 7개 단과대학이 동참하는 ‘해양수산 연계 단과대학 융합세미나’도 열렸다. 인문사회과학대학과 경영대학이 ‘북극항로와 부산항의 미래 전략’을, 자연과학대학, 수산과학대학, 환경·해양대학이 ‘AI·디지털 전환 기반 스마트 해양수산’을, 공과대학, 정보융합대학이 ‘초격차 해양 과학기술의 현재와 미래’를 주제로 전문가들이 참가해 학문 간 경계를 넘어 미래 해양수산의 의제들을 폭넓게 논의했다.

한편, 국립부경대는 해양수산 특성화 대학으로서 축적해 온 교육·연구 역량을 바탕으로 정부와 지자체, 산업계와 긴밀한 협력을 확대하며 대한민국 해양수산 발전과 글로벌 해양수도권 실현을 선도해 나갈 계획이다. <부경투데이>

Pukyong National University, Hosts ‘Korea Oceans and Fisheries Grand Forum 2026’
― “Completing Korea’s Maritime Capital Region Is the Nation’s Future!”―Presenting a Future Vision for Korea’s Oceans and Fisheries
― Government, Local Authorities, Industry, and Academia to Gather at Pukyong National University on July 8
― Busan Mayor and Other Leaders to Discuss the Arctic Shipping Route Era and Strategies for the Maritime Capital Region
 
Pukyong National University (President Sang-Hoon Bae) hosted the Korea Oceans and Fisheries Grand Forum 2026 at Pukyong Convention Hall on the afternoon of July 8.
 
Held under the slogan, “Completing Korea’s Maritime Capital Region Is the Nation’s Future!”, the forum brought together representatives from the central government, local governments, public institutions in the oceans and fisheries sector, industry, and academia to explore future growth strategies and avenues for cooperation in Korea’s oceans and fisheries sector.
 
Against the backdrop of a rapidly changing environment―including the relocation of the Ministry of Oceans and Fisheries to Busan, the full-scale opening of the Arctic shipping route era, and the AI-driven transformation of the oceans and fisheries sector―the event proposed a national-level cooperation platform model linking policy, industry, research and development (R&D), and talent development.
 
At the forum, Busan Mayor Jae-Soo Jeon, together with representatives from the Busan Metropolitan Government, the central government, and major institutions and organizations in the oceans and fisheries sector, shared a vision for establishing the maritime capital region and strengthening Korea’s competitiveness in oceans and fisheries. Under the theme “Completing Korea’s Maritime Capital Region Is the Nation’s Future!”, participants joined a future maritime vision performance and declared a new leap forward for Korea’s oceans and fisheries sector.
 
In the keynote address, Tae-Yoo Kim, professor emeritus at Seoul National University, spoke on the theme “Opening the Era of the Maritime Capital Region as a Hub for Arctic Shipping Routes.” He outlined how the development of Arctic shipping routes could reshape the global logistics landscape and explained why Korea should establish a new axis of growth centered on the maritime capital region.
 
The special dialogue that followed brought together experts in the oceans and fisheries sector to discuss future strategies under the theme “Completing Korea’s Maritime Capital Region Is the Nation’s Future!” The session was moderated by Myung-Shin Ha, Vice President for External Affairs at Pukyong National University. Panelists included Jong-Deok Kim, Chairman of the Korea Fisheries Resources Agency; Jae-Yul Park, Representative of the Busan Development Council for the Maritime Capital; Byung-Gil Ahn, President of the Korea Ocean Business Corporation; and Hee-Seung Lee, President of the Korea Institute of Ocean Science and Technology. They held in-depth discussions on sustainable development strategies for Korea’s oceans and fisheries, including responses to the Arctic shipping route era, ways to enhance the competitiveness of maritime industries, strategies for establishing the maritime capital region, industry？academia？research cooperation, and the cultivation of future talent.
 
President Sang-Hoon Bae of Pukyong National University said, “The relocation of the Ministry of Oceans and Fisheries to Busan and the opening of the Arctic shipping route era mark a historic turning point in which Korea’s future growth axis is expanding toward the ocean and regional communities. We hope this forum will present a new vision for Korea’s oceans and fisheries and serve as a starting point for connecting policy, industry, research, and talent development to complete a globally competitive maritime capital region.”
 
Earlier that morning, Pukyong National University also held the Interdisciplinary Seminar on Oceans and Fisheries, joined by seven of its colleges. Experts from the College of Humanities and Social Sciences and the College of Business Administration discussed “Future Strategies for Arctic Shipping Routes and the Port of Busan,” while the College of Natural Sciences, the College of Fisheries Sciences, and the College of Environmental and Marine Sciences and Technology explored “Smart Oceans and Fisheries Based on AI and Digital Transformation.” The College of Engineering and the College of Information Technology and Convergence addressed “The Present and Future of Super-Gap Marine Science and Technology.” Through these sessions, participants engaged in wide-ranging discussions on the future agenda of the oceans and fisheries sector beyond conventional academic boundaries.
 
Meanwhile, drawing on the educational and research capabilities it has accumulated as a university specializing in oceans and fisheries, Pukyong National University plans to further expand close cooperation with the central government, local governments, and industry. Through these efforts, the university aims to lead the advancement of Korea’s oceans and fisheries sector and the realization of a globally competitive maritime capital region.
