We Change World Fisheries Policy
- Management Strategy of a domestic scientist is adopted worldwide

△ Professor Zhang Chang-ik is giving a lecture for government officials of Ministry of Marine Affairs and Fisheries of Indonesia.

An international organization is to adopt and apply a domestic scientist’s proposal on management method for fisheries resources to protect the world’s marine ecosystem.   

The Pukyong National University starts training program on 7 December for seventeen government officials from Ministry of Marine Affairs and Fisheries of Indonesia. The program is to teach about Integrated Fisheries Risk Analysis Method for Ecosystems (IFRAME), an assessment and management strategy on fisheries resources which was developed by Professor Zhang Chang-ik of Division of Marine Production System Management of PKNU.  

The training was followed by adoption of his IFRAME at East Asia Summit (EAS) as a new solution to enhance the world’s food security through sustainable fisheries management and marine environment protection. The EAS was held in Myanmar with 18 heads of countries in November last year. Since its launch in 2005, ten ASEAN countries and Korea, China, Japan, Australia, New Zealand, India, USA and Russia have been involved in.

Prior to the EAS, Professor Zhang had participated in EAS Track II Study Group, a study group of expert researchers from each member country to prepare answer to the world food crisis.   

His IFRAME is an innovative improvement from existing fisheries resources management and assessment method that have been used all over the world since 1950s. The world fisheries resources have been managed by three indicators, abundance of population, fishing intensity and fishing size limits.  

Professor Zhang noticed that marine environment of the world is facing profound problems including resource reduction and pollution in spite of such indicators, and developed an ecosystem-based assessment and management method with 25 improved indexes to protect marine resources and environment. His idea changed the trend of the world’s fisheries policy.

The IFRAME includes restricts on incidental catches to protect species, amount of discards of non-economic species, loss of fishing gear to prevent pollution, intensive fishing to preserve diversity, and indiscriminate fishing without regarding economic feasibility. It is to be applied to the policies of Korean government from 2016.

 “The IFRAME can reduce the general risk of fisheries system by optional and intensive management, protecting marine resources and preventing pollution,” Professor Zhang said, “staring from Indonesia, I’ll continue to help each country to be able to understand IFRAME and apply it to the policy.” <Pukyong Today>
