한국인에게 바다는 긍정적이고 친숙한 곳이지만 바다 관련 교육과 안전의식 수준은 부족한 것으로 나타났다. 부경대학교 글로벌지역학연구소(소장 정해조)와 해양인문학연구소(소장 조세현)는 최근 ‘한국인에게 바다란 무엇인가’를 주제로 전국 성인남녀 1천명을 대인면접 방식으로 조사하고 ‘2018 해양종합지수(부경해양지수)’를 발표했다. 조사결과에 따르면 한국인의 바다 인식을 종합한 ‘해양종합지수’는 1000점 만점에 586.5점으로 낮게 나타나 바다에 대한 전반적인 인식을 높이기 위한 노력이 필요한 것으로 나타났다. 모두 10개 지수로 구성된 해양종합지수에서 친숙지수와 정책지수가 각각 72.6점과 74.1점으로 높게 나타나 바다에 대한 긍정적 인식과 해양정책에 대한 인식이 높은 것으로 조사됐다. 반면 교육지수와 안전지수는 각각 42.7점과 50.8점으로, 바다와 관련한 교육수준과 안전의식수준은 낮게 나타났다. 설문 문항 중 ‘대형해양참사를 경험할 가능성이 있다’는 문항에 60.8%가 ‘그렇다’고 답했지만, ‘바다에서 사고를 당했을 때 안전하게 구조될 것이다’ 문항의 긍정답변은 30.9%에 불과했다. 바다 환경에 대한 만족도와 환경의식을 나타내는 환경지수도 55.4점으로 낮았다. 해양수질 관리 상태(47.9점)와 해양쓰레기 처리 상태에 대한 만족도(40.5점)가 낮았고, 특히 제주 지역의 해양 쓰레기 처리 수준에 대한 만족도(28.6점)가 매우 낮게 나타났다. 수산물에 대한 인식인 먹거리지수도 59.4점으로 높은 점수를 얻지 못했다. 수산물 음식 만족도를 질문한 결과 맛(75.9점)과 영양(74.5점)에 대한 평가는 좋았지만, 가격(48.4점)에서 낮은 점수를 얻었다. 해양지수와 별도로 ‘바다 대표’를 조사한 결과, 한국의 대표 해양도시는 부산, 대표 섬은 제주도, 대표 생선은 고등어로 나타났고, 바다 하면 생각나는 노래는 여수밤바다, 가장 좋은 기억이 남은 바다로 해운대, 가장 좋아하는 해양생물은 고래를 꼽았다. 정해조 소장은 “이번 조사는 바다가 지니는 의미를 지역과 세대, 개인의 경험에 따라 파악하고 해양인문학과 해양교육, 해양문화산업 연구의 기초자료로 활용하기 위한 것.”이라면서, “바다에 대한 국민들의 기대를 뒷받침할 수 있도록 관련 제도와 교육정책 등을 정비해 나갈 필요가 있다.”고 말했다. 한편 이번 조사는 부경대 글로벌지역학연구소와 해양인문학연구소가 대학인문역량강화(CORE)사업의 지원을 받아 설문을 개발하고, 한국갤럽에 의뢰해 지난해 12월 20일부터 올해 1월 18일까지 진행됐다. 표본오차는 95% 신뢰수준에 ±3.10%p다. <부경투데이>
